THE MOTION <br />CARRIED 5-0. <br /> <br />4.1. Northstar Corridor Development Authority Update <br /> <br />Senior Planner Scott Harlicker provided an update on the November 7m NCDA meeting. <br /> <br />4.2. Municipal Utilities Update <br /> <br />Councilmember Dietz provided an update on the November 12m Utilities Commission <br />meeting. He noted that the Commission voted to increase electric and water rates in 2003. <br /> <br />4.3. Comprehensive Plan Update <br /> <br />Director of Planning Michele McPherson provided an update of the Comprehensive Plan <br />Task Force meeting held on October 24m. <br /> <br />4.4. Park and Recreation Commission Update <br /> <br />Director of Planning Michele McPherson provided an update regarding issues that have <br />been discussed by the Park and Recreation Commission. She noted that two of the main <br />issues discussed by the Park and Recreation Commission were ice rinks and park dedication <br />fees. She indicated that the Commission recommended that the Council increase the <br />residential park dedication fees to $1,615 per lot or dwelling unit, which is slightly less than <br />a 5% increase. <br /> <br />4.5. Consider Liquor/Tobacco Fee Increases - Public Hearing <br /> <br />The City Clerk stated that Council has requested staff to explore the possibility of increasing <br />the liquor and tobacco fees. The Clerk indicated that a survey of 34 random cities was <br />conducted and it was found that the City's liquor fees are low compared to most of the <br />cities. She further indicated that the City has not increased its on-sale license fee for at least <br />20 years. The recommendation is to increase this fee from $4,000 to $5,000. The City Clerk <br />indicated that she also checked with the Police Department to determine enforcement <br />related costs. She noted that the Police Department has seen an increase in enforcement <br />related costs. <br /> <br />The City Clerk reviewed the proposed increases in the liquor and tobacco fees: <br /> <br />· Tobacco- $150 <br />· On-Sale Liquor - $5,000 <br />· On-Sale Wine - $700 <br />· 3.2 Beer on-sale - No Change <br />· 3.2 Beer off-sale - No Change <br />· Investigation Fees - $400/$200 <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br /> <br />
