Windsor Development Memo
June 19, 1995
Page 6
Exhibit C also illustrates a concept of streets through the adjacent 40
acres and accompanying sidewalks. This proposal accomplishes the
• following:
• Provides sidewalks on the most heavily traveled roads within
the plat.
• Connects surrounding trail corridors
• A duplication of the pedestrian system is m;n;m;~ed
• M;n;m;~es the concerns for grading and loss of additional
trees
One final comment on sidewalks; if sidewalks are required as part of the
plat, these sidewalks should be installed immediately. Installing sidewalks
and/or trails after homes are occupied by residents has a tendency of causing
disruption with improved yards and presents an element of surprise for the
neighborhood.
Planning Commission Recommendation
The Planning Commission recommended approving the Comprehensive Land
• Use Plan amendment, rezoning, and preliminary plat with the conditions set
forth in the staff report. In addition, the Planning Commission included two
conditions as part of the preliminary plat which read as follows:
• An additional trail corridor be provided at the north end of the
preliminary plat to provide additional access to Outlot A and a future
trail.
• Curb tight sidewalks be included along one side of major portions of Rush
Avenue, Upland Avenue, and 195th Avenue, and that a graded area be
provided for curb tight sidewalks along road portions leading into the 40
acre parcel southeast of the proposed development.
Recommendation
It is recommended the City Council approve the following:
A. Resolution No. 95-, approving a Comprehensive Plan amendment
expanding the urban service boundary.

conncillwindsor
