This proposal accomplishes the <br />• following: <br />• Provides sidewalks on the most heavily traveled roads within <br />the plat. <br />• Connects surrounding trail corridors <br />• A duplication of the pedestrian system is m;n;m;~ed <br />• M;n;m;~es the concerns for grading and loss of additional <br />trees <br />One final comment on sidewalks; if sidewalks are required as part of the <br />plat, these sidewalks should be installed immediately. Installing sidewalks <br />and/or trails after homes are occupied by residents has a tendency of causing <br />disruption with improved yards and presents an element of surprise for the <br />neighborhood. <br />Planning Commission Recommendation <br />The Planning Commission recommended approving the Comprehensive Land <br />• Use Plan amendment, rezoning, and preliminary plat with the conditions set <br />forth in the staff report. In addition, the Planning Commission included two <br />conditions as part of the preliminary plat which read as follows: <br />• An additional trail corridor be provided at the north end of the <br />preliminary plat to provide additional access to Outlot A and a future <br />trail. <br />• Curb tight sidewalks be included along one side of major portions of Rush <br />Avenue, Upland Avenue, and 195th Avenue, and that a graded area be <br />provided for curb tight sidewalks along road portions leading into the 40 <br />acre parcel southeast of the proposed development. <br />Recommendation <br />It is recommended the City Council approve the following: <br />A. Resolution No. 95-, approving a Comprehensive Plan amendment <br />expanding the urban service boundary. <br /> <br />conncillwindsor <br />
