Windsor Development Memo <br />June 19, 1995 <br />Page 4 <br />approximately 1.7 units per acre. However, excluding Outlot A <br />(approximately 30 acres), the density increases to 2.2 units per acre. <br />• 193rd Avenue -The proposed plat borders 193rd Avenue to the south. <br />193rd Avenue is currently an unimproved road which connects Proctor <br />Avenue and County Road 1. It is anticipated that development on both <br />sides of 193rd Avenue will be able to occur without accessing 193rd <br />Avenue, therefore, the future need of 193rd Avenue is questionable. The <br />Park and Recreation Commission has suggested converting 193rd Avenue <br />into a main trail corridor that connects the city trail and other pedestrian <br />systems to the east. <br />Outlot A - Outlot A is located on the north end of the plat and is proposed <br />to be deeded to the city as open space. The outlot is heavily wooded and <br />has a tremendous amount of topography. It is envisioned that this outlot <br />could be utilized as primarily open space with a trail connection to the <br />city trail further to the west. <br />• Trails -The proposed plat has three trail corridors (30 and 35 feet wide) <br />connecting the development with either Outlot A or the city trail. The <br />Planning Commission has recommended a fourth corridor at the north <br />end of the plat to provide one additional access point to Outlot A. These <br />corridors will provide an opportunity for access to the main trails <br />• envisioned for both Outlot A and the city trail along the west. The width <br />of the trail corridors with proper landscaping along each side, should have <br />virtually no impact on adjacent residents. <br />Sidewalks -The Park and Recreation and Planning Commissions have <br />recommended sidewalks be included within the development. (See <br />attached Exhibit A and Exhibit B) The developer has indicated a concern <br />of providing sidewalks along all the streets in the development. A <br />sidewalk will have an impact on the grading of the lots and potential for <br />additional tree loss. It is anticipated that the developer will further <br />address this issue at the City Council meeting. <br />Staff has reviewed the sidewalk issue with the developer and offer the <br />following: <br />If the City Council would like to incorporate sidewalks as part of this <br />project, the developer would agree to sidewalks as outlined in Exhibit <br />C. This proposal is similar to the Planning Commission <br />recommendation with the exception of the northwest loop street and <br />easterly extension. <br />• <br />
