Windsor Development Memo <br />June 19, 1995 <br />Page 3 <br />• Illustrate the road connection from the proposed development south to <br />County Road 1. <br />• Redesign the southwest corner of the plat's street configuration to reduce <br />the number of curves and provide for easier accessibility to the <br />development. <br />As requested by the Planning Commission, another trail corridor will be <br />provided at the north end of the plat. The revision is not shown on the <br />plat; however, the developer indicated the trail corridor would be <br />provided. <br />• A trail corridor has been provided at the southwest corner of the plat for a <br />trail connection to the City trail. <br />Summary of Issues <br />Grading and drainage -Terry Maurer's memo addresses these concerns in <br />detail. The property offers dramatic grade changes which provide <br />character to the project. However, a detailed grading and development <br />plan will be necessary to assure proper slopes are maintained, trees <br />protected, and homes properly located. <br />• Tree protection -The north half of the site has a mixture of trees with <br />varying sizes and health conditions. Tim Edgeton from the Sherburne <br />County Tree Board has provided a letter as part of the Planning <br />Commission report, describing his assessment of the trees on the <br />property. There are areas infected with oak wilt that will either need to <br />be controlled or removed. The developer has expressed an interest in <br />participating with the County's program to treat those areas identified as <br />being infected with oak wilt. <br />Roads -The developer has provided a plat with streets designed to fit into <br />the natural topography and avoiding as many trees as possible. All of the <br />streets within the plat will be designed as a local residential street (32 <br />feet wide), with the exception of short segments of 195th Drive off of <br />Proctor Avenue and Rush Drive off of County Road 1. These areas will be <br />increased to 36 feet wide to accommodate increased vehicles leaving the <br />development at these points. <br />Lot size/density -Although the zoning permits a minimum lot size of <br />10,000 square feet, 90 percent of the lots in the proposed plat exceed <br />11,000 square feet. The average lot is approximately 13,000 to 14,000 <br />square feet. In terms of density, when including Outlot A, there is <br />• <br />
