Windsor Development Memo Page 2 <br />June 19, 1995 <br />• Exhibit C <br />• Report to the Planning Commission dated May 23, 1995 <br />Comprehensive Plan <br />The Comprehensive Plan amendment is necessary to expand the urban <br />service boundary further north to accommodate the proposed development <br />plan. Currently, approximately half of the proposed development is outside <br />of the urban service area while the southern half is within the current urban <br />service boundary. <br />At a previous meeting of the Steering Committee discussion took place <br />regarding expanding the Urban Service area throughout various parts of the <br />community. One of the recommendations included expanding the service <br />boundary as requested by the applicant. Staff believes this request to <br />expand the urban service boundary is a reasonable request and fits within <br />the guidelines of the current Comprehensive Plan. Please refer to the <br />attached Planning Commission report for additional information. <br />Rezoning <br />• Similar to the Comprehensive Plan amendment to expand the urban service <br />boundary, the rezoning to Rlc (Single Family Residential) would apply to the <br />northern half of the proposed development. The Rlc zoning would allow <br />minimum lot sizes of 10,000 square feet. The current zoning of Rla which <br />requires a minimum lot size of 21/z acres would no longer be the appropriate <br />zoning if the urban service area is expanded further to the north. <br />Preliminary Plat <br />Please refer to the attached report to the Planning Commission dated May <br />23, 1995, for additional information. This particular development has <br />several challenging issues associated with it and those issues are outlined in <br />the report to the Planning Commission. A summary of the issues are <br />presented on the following page. <br />Revised Preliminary Plat <br />Since the Planning Commission meeting, the developer has adjusted the <br />preliminary plat to address several of staffs concerns outlined in the report <br />as well as the Planning Commission comments. These revisions include the <br />following: <br />• <br />
