Memo to Mayor and City Council/Menards Page 3 <br />March 11, 1996 <br /> <br />option, there will be a better opportunity to retain as much vegetation as <br />possible and incorporate retaining walls as requested by the Planning <br />Commission. <br /> <br />For additional information, please refer to the attached memo to the <br />Planning Commission which outlines the entire development proposal. <br /> <br />Building Locations <br /> <br />Development of the 29 acre site will involve a large amount of grading. The <br />grading plan basically illustrates a "stepping effect" as the project extends <br />north towards 197th. In other words, the existing Sax Foods store is lower <br />than Highway 169. The next building north is slightly higher, however, still <br />6-8 feet below Highway 169. By the time you get to Menards the Highway <br />169 elevation is the same as the building. Finally, at the north end of the <br />site the building will be 10-12 feet higher than Highway 169. I thought this <br />should be pointed out because some people were surprised Perkins <br />restaurant ended up being so high above Highway 169. This project may <br />have a similar appearance. <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission held a public hearing on February 27th to review <br />the proposed development. The following is a summary of issues discussed <br />by the Planning Commission at their meeting. <br /> <br />As a result of the road improvements to 197th Avenue, two residences <br />immediately north of 197th would be directly affected. Essentially, the <br />proposed median would cut off access to their driveways from an <br />eastbound direction off of Highway 169. The Planning Commission <br />recommended that the developer, City Engineer, and residents meet to <br />resolve this matter and that the developer be responsible for making the <br />necessary improvements. <br /> <br />The location of the proposed development has several existing trees and a <br />rolling topography. The Planning Commission expressed a desire to have <br />as many trees retained during development as possible. This should be <br />accomplished by the use of retaining walls, minimized grading, and <br />strategic building location. <br /> <br />· Similar to the area immediately east of the Sax Foods store, the <br /> Commission recommended a 50 foot no-cut strip east of Menards. <br /> <br />· The Planning Commission also recommended that the development be <br /> hmited to one free standing development sign similar to Hillside Crossing <br /> <br />s:kcouncil\menar ds.doc <br /> <br /> <br />
