Memo to Mayor and City Council/Menards Page 4 <br />March 11, 1996 <br /> <br /> I, Elk Park Center and Elk River Retail Center. Included is a revised <br /> development sign which would be the only sign advertising the project. <br /> This proposal is more consistent with other PUD's. <br /> <br />The Planning Commission also indicated a concern with the number of <br />parking stalls available at the proposed Menards facility. It was <br />recommended that the Menards proposal have a minimum of 405 parking <br />stalls. <br /> <br />Park and Recreation Commission Recommendation <br /> <br />The Park and Recreation Commission has continued a comprehensive review <br />of development proposals in the Hillside Estates area. With this <br />development the Commission has recommended a 75 foot park corridor along <br />the north portion of Outlot B. This corridor would provide a connection with <br />other corridors in Hillside Estates residential area for an attractive trail <br />system. In addition, the 75 foot corridor through this plat would also provide <br />a buffer strip between the commercial and residential. <br /> <br />Recommendation <br /> <br />It is recommended the City Council approve the following: <br /> <br />ho <br /> <br />Comprehensive Land Use Plan Amendment changing the land use <br />designation to be consistent with the proposed planned unit <br />development based on the following findings: <br /> <br />The requested land use plan amendment is a minor adjustment <br />to the existing land use plan. <br /> <br />o <br /> <br />The land use plan amendment actually reduces the amount of <br />commercial property and basically provides consistency with the <br />planned unit development proposal and the land use plan map. <br /> <br />Rezoning approximately 29 acres from Rle (single family residential) <br />to PUD (planned unit development) based on the following findings: <br /> <br />The rezoning is consistent with the Comprehensive Land Use <br />Plan designation of HB (highway business). <br /> <br />o <br /> <br />Times and conditions have changed to warrant an extension of <br />the commercial development along Highway 169. <br /> <br />s:\councilkanenar ds.doc <br /> <br /> <br />
