FOCUS AREA "A" IMPLEMENTATION <br /> <br />General implementation guidelines for the Focus Area Plans are presented <br />later in this report, although several specific recommendations pertaining <br />to Area A are set forth below. <br /> <br />EXTENSION OF UTILYFIES <br /> <br />The Western Area Feasibility Study (Maier Stewart and Associates, <br />January, 1989) examined in detail the feasibility of extending sewer and <br />water services into Area A, including the likely cost per residential lot. <br />Upon adoption of the Focus Area A Study, the City should immediately <br />reopen discussions with the landowners with the aim of beginning the <br />first phase of those .public improvements and assessments. Serious con- <br />sideration should be given to adopting a utility routing plan which <br />supports simultaneously the residential and business park land use plans <br />and which minimizes long-term project costs (including financial car- <br />tying costs). <br /> <br />Several questions about assessment policy were raised in the feasibility <br />study which also need to be answered. Additionally, the use of financial <br />tools other than just assessments should be explored. These may include <br />tax increment financing (assuming there are no major changes in the state <br />law), general funds, and Municipal State-Aid roadway funds, and water <br />system financing by the Elk River Municipal Utilities Commission. <br /> <br />LAND DEVELOPMENT <br /> <br />Sandpiper Estates <br /> <br />One of the major controlling factors in the development of Area A may <br />be the platted and partially improved Sandpiper Estates residential subdi- <br />vision.
