FOCUS AREA "A" ISSUES <br /> <br />The major issues or points of debate involving Focus Area A are listed <br />below: <br /> <br />1. EXTENSION OF UTILITIES <br /> <br /> Providing sanitary sewer and water service is the greatest problem <br /> · confronting the development of Area A. <br /> <br /> · Will residential development occur at a sufficiently rapid pace <br /> in Area A that the high cost of extending sewer and water <br /> from some distance can be quickly assessed and repaid so as <br /> to not incur excessive carrying costs? <br /> <br /> · Can services be extended to the vicinity of Highway 10 soon <br /> enough to meet the forecast demand for industrial land'?. <br /> <br /> · Can the City afford to "carry" the cost of utility extensions for <br /> industrial development if utilities are extended across land <br /> well in advance of market demand'?. To what extent can <br /> other funding sources such as tax increment Financing be used <br /> to help in this regard? <br /> <br /> · What will be the policy of the City relative to certain utilities <br /> assessment questions: <br /> <br /> Will credit be given for prior assessments ? <br /> <br /> Will public lands be assessed7 <br /> <br />[ <br /> <br />Will parcels protected by the "Green Acres" law be <br />made available to be assessed in a timely manner7 <br /> <br />30 <br /> <br /> <br />
