non-agricultural property taxes are deferred. A parcel can be taken out
of the progr,'un at any time, but the owner then has to pay the taxes ,and
assessments deferred over the preceding three years. This program is not
as restrictive as the Minnesota Agricultural Land Preservation Program.

Orono Road Reali~Iunent

Mr. Domenic Gaspodor has reached an agreement with the City of Elk
River that he move a portion of Orono Road slightly away from his
property along Lake Orono at his cost and obtain the vacated portion of
right-of-way for residential platting and development.

Sandpiper Estates

Sandpiper Estates is a platted subdivision of 19 unsewered lots for
detached housing on 27 acres of land located north of County Road 30
near the middle of Area A. The roads have been graded and private util-
ities installed. It was initially assumed that this plat would be vacated
and redesigned for sewered development. The owner has indicated
(January 1990) that he has lost patience waiting for the extension of
sewer and intends to proceed with sale and development of lots. An ear-
lier agreement provided for future resubdivision of the lots when utilities
become available, although the resultant design will not be very attractive.
This prospect further complicates the difficulty of extending utilities
across Area A.

29
