along the length of Waco Street; along Orono Road; along the Mississippi <br />River from the downtown to what is now called Focus Area A; and from <br />the Mississippi River to Orono Park. <br /> <br />Views and Vistas <br /> <br />Attractive views are provided across the Elk River and Lake Orono, <br />especially from Orono Park and when crossing the river on Highway 10. <br />Views to the Mississippi River are hindered by the lack of public access to <br />the river edge. <br /> <br />LEGAL, INSTITUTIONAL, AND ECONOMIC FEATURES <br /> <br />City Land Use Plan <br /> <br />The Elk River Growth Management Plan addressed Area A and recom- <br />mended the following: <br /> <br />· Medium-density housing for all undeveloped tracts south of <br /> County Road 30 down to the Mississippi River floodplain; for all <br /> land north of County Road 30 to a line approximately half the dis- <br /> tance between County Road 30 and Highway 10; and for all the <br /> property north of Highway 10. Medium-density housing includes <br /> lots with public sewer and water service and not smaller than <br /> one-third acre in size.
