Recreation programs. That is, the Sports Federation hopes to establish a <br />collaborative effort with the host community. The Federation is willing to <br />design its complex to help the host community fill certain recreational needs, <br />youth programming needs, senior activity needs, and parent/child <br />programming needs, etc. <br /> <br />Potential Sites <br /> <br />At the introductory meeting with the Federation, three sites were outlined: <br /> <br />· Area south of 165th Avenue NW <br /> (100 plus acres for future recreational fields) <br />· 1991 - City purchase of E & O Tool and Plastics Property for Orono <br /> Park Expansion (8 plus acres bounded by Gary Street, Orono Road, <br /> Hudson Street and U.S. Highway 10) <br />· Non-city owned property at County Road 12 and County Road 13 <br /> <br />Subsequent discussions suggest that the Federation's complex will require <br />municipal water and sewer. This eliminates the 165th Avenue site; and, <br />while the site at County Roads 12 and 13 is closer to city services, it is not <br />immediately served, and it is not city-owned. This leaves the Orono Park <br />Expansion site at Hudson Street and U.S. Highway 10. <br /> <br />Although it does not meet the Federation's long-term 25 plus acre threshold, <br />it is believed that the Federation could utilize a smaller site for its 48,000 <br />square foot facility. Should that occur, the softball and soccer fields would <br />have to be programmed in elsewhere in the community or in adjacent <br />communities. Therefore, in its response to the Sports Federation, city staff <br />would indicate the availability of the Orono Park Expansion site. <br /> <br />Community Programs <br /> <br />Jeff Asfahl, Community Recreation Coordinator, developed an extensive <br />menu of potential city and Community Recreation programs that could be <br />offered through a newly-constructed Sports Federation complex. While this <br />list is not all encompassing, the recreation coordinator did a commendable <br />job in brain-storming such a list. Please note that the list is attached as an <br />exhibit to this memo. <br /> <br />The Federation may allow some of these programs to occur in its facility at a <br />discounted rate. However, it is generally anticipated that many of the <br />activities or programs would be programmed as a fee for service. <br /> <br /> <br />
