Financing <br /> <br />Much study is required in order for a complete elaboration on this topic. <br />Many opportunities come to mind - including a long-term land lease, revenue <br />bond financing, which requires the Federation's revenues to repay, say, a city <br />bond, etc. Discussions like these are intended to be fleshed out at a future <br />date - when it appears as though both the city and the Federation can <br />achieve some common ground on this project. <br /> <br />City Response <br /> <br />City staffis preparing a response from the City of Elk River. It will elude to <br />the Orono Park Expansion site as well as the various programs and activities <br />developed by Mr. Asfahl. Although no commitments are made by either <br />party, the intent of this letter is to demonstrate city interest as a host for this <br />project. There will be future opportunities for the Sports Federation to <br />present more detailed information to the City Council, the EDA, the Park <br />and Recreation Commission and other commissions in the near future. <br /> <br />Action Requested <br /> <br />Following its review and discussion on this topic, the Elk River City Council <br />is asked to authorize the submission of a response to the Minnesota Sports <br />Federation concerning Elk River's continued interest in pursuing the <br />Federation's proposed complex. The correspondence would indicate the <br />Orono Park Expansion site as the preferred area, and, various programs and <br />activities unique to Elk River would be offered. <br /> <br /> <br />
