~,ty of <br /> <br />MEMORANDUM <br /> <br />River <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />William Rubin, EDA Coordinato~JP/~' <br /> <br />DATE: <br /> <br />February 19, 1996 <br /> <br />SUBJECT: Minnesota Sports Federation Complex <br /> <br />Introduction: <br /> <br />On December 27, 1995, the City of Elk River received a proposal from the <br />Minnesota Sports Federation concerning its interest in developing an <br />integrated sports complex in the northwestern suburbs. The Sports <br />Federation is a non-profit organization which oversees amateur athletics <br />throughout Minnesota. Its board of directors authorized the construction of a <br />$2,300,000 comp]ex designed for indoor training, basketball, volleyball, <br />soccer, touch football, as well as a related outdoor soccer/softball complex. <br />For additional information on the Sports Federation and its proposed project, <br />please refer to the correspondence from Public Resource Group, Inc. Mr. <br />Patrick Pelstring of Public Resource Group has been retained by the Sports <br />Federation to assist with this project. <br /> <br />Background <br /> <br />On February 2, the City of Elk River hosted an introductory meeting with <br />representatives of the Sports Federation. Attendees from the city included: <br />Mayor Hank Duitsman, Patrick Klaers, Phil Hals, Steve Ach, Jeff Asfahl, <br />and the writer of this memo. A great deal of information was exchanged <br />concerning the Federation's project and what fit, if any, there might be for <br />such a facility in Elk River. <br /> <br />Please note that an important component of the Federation's proposal is the <br />donation of land by the host city. In exchange, the Federation would design <br />its complex to help meet the recreational and family programming needs of <br />the city. <br /> <br />As a wrap-up to this meeting, various assignments were agreed to. In <br />essence, the Sports Federation seeks a response from the city concerning its <br />preferred site for the indoor facility. The Sports Federation also asked that <br />the response include, in general terms, how the city and the staff of the <br />Community Recreation Board could help define the role the Federation may <br />play in providing facility space for various city programs or Community <br /> <br />13065 Orono Parkway · P.O.
