Also, before we evaluate a different fee structure, it should be noted that I <br />support the existing practice of having a discounted city rate. The city should <br />do everything it can to get the best quality services at the best rates for its <br />taxpayers, but people that are making a profit off of the municipality through <br />the development process should pay the going rate for the high quality legal <br />service that is provided. <br /> <br />With that being said, I would also support changes to take place that would <br />equalize the rates in the $135 range for both the city and the non-city <br />expenses. At the city level, we will simply have to be much more careful <br />about getting legal advice on some issues that are outside of the retainer. To <br />pay for the increases in legal fees in 1996, we will have to use the Council <br />Contingency fund. Please see the attached memo from Peter Beck on <br />attorney fees. <br /> <br />Additionally, it should be noted that I and the rest of the staff strongly <br />support the full service law firm approach to doing business in Elk River and <br />support Peter Beck, with back up from Dave Sellergren, as our city attorney. <br />The old saying is "you get what you pay for" and I strongly believe that we <br />get excellent quality service for the fees we pay Doherty, Rumble & Butler. <br /> <br />Minnesota Sports Federation <br /> <br />The third item under Other Business that I would like to update the Council <br />on is the Minnesota Sports Federation (MSF) proposal. The Mayor and some <br />staff members met with MSF representatives on 2/2/96 to discuss their plans <br />for a new facility. Before I put anything in writing regarding our preferred <br />site for the location of this facility, I would like to update the Council on the <br />priorities of MSF and some of the benefits of having this facility located in <br />Elk River. Based on the need for this 48,000 square foot facility be on the <br />city sewer and water system, plus some other issues that we will review on <br />Monday, the city is really only looking at one site for the MSF facility. Please <br />see the attached material from Bill Rubin on this proposal. <br /> <br />All Terrain Vehicles <br /> <br />The fourth item for the Council under Other Business is a request to <br />reconsider the award of the all terrain vehicle (ATV) quotes that were <br />reviewed on February 5, 1996. As the Council may recall, there was some <br />discussion on this issue about how close the local quote was to the quote from <br />a vendor from outside of the city. After discussion on this item, the Council <br />passed a motion awarding the quote to the low firm. <br /> <br /> <br />
