'~ty of <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />Mayor & City Council <br />~tb rK~~ sl 9~ i~9~d mi n i s~ <br /> <br />SUBJECT: Other Business <br /> <br />There are at least six Other Business items that should be discussed at this <br />February 19, 1996, meeting. <br /> <br />Economic Development Coordinator Task Force <br /> <br />At the worksession on February 12, the Council approved the composition of <br />the Task Force. This composition is as follows: two Councilmembers; two <br />EDA members (non-Councilmembers); one HRA member; one Chamber <br />member; City Administrator; and Assistant City Administrator. The <br />individuals and alternates should be known by this 2/19/96 meeting and the <br />Council should formally appoint the membership of this Task Force. The <br />Task Force is scheduled to meet at 3:30 p.m. on 2/19/96 so an update of this <br />meeting to the Council is planned. <br /> <br />City Attorney Fees <br /> <br />The second Other Business item relates to a proposal for the city attorney <br />fees. Some Councilmembers have expressed their disagreement with the <br />philosophy of charging two different rates - one discounted rate for the city <br />and another standard rate for non-city activities. Although this is a practice <br />that takes place in other cities and one that benefits the city taxpayers, it is <br />up to the Council to change this past practice, if desired. <br /> <br />Before we discuss a fee structure adjustment, I want to say that I support an <br />increase in the retainer fee. As the Council knows from reviewing the city <br />attorney bills, we are consistently obtaining $5,000 to $6,000 worth of <br />services under the retainer contract. The retainer contract is for day-to-day <br />activities, attendance at meetings, and miscellaneous items. The more the <br />city grows, the more activities that need legal review and the more expenses <br />that are charged against the retainer.
