CIP Memo Page 3 <br />February 19, 1996 <br /> <br />hiring of an architect is completely up to the City Council and no formal <br />process is required. Once a quote for services is obtained, we would request <br />that an architect be hired and that the first stages of the project be <br />completed. By the first stages I mean the site layout and actual preliminary <br />drawings for the liquor store concept. (This is much like where we are at now <br />with the ice arena project - before design documents are put together). <br /> <br />The actual construction of the new Northbound liquor store is mainly driven <br />by funding and then driven by activity surrounding the two liquor store sites <br />along Highway 169. Some liquor store financial status information will be <br />offered on Monday evening by Assistant City Administrator Lori Johnson. It <br />is a concern of the city to go into debt for the construction of the second liquor <br />store and we would like to have this project as fully funded as possible before <br />we begin. If the project is not fully funded, it would make the use of liquor <br />store funds for other special projects very difficult. In the past, as the <br />Council knows, we have not only used liquor store funds annually to offset <br />the general tax levy, but have also used funds for such projects as the fire <br />department equipment van, the fire department building expansion, the <br />street loader, and the Industrial Park purchase. <br /> <br />Ice Arena Project Update <br /> <br />After meetings of the Ice Arena Task Force on February 7th and 14th, it <br />appears clear that the Task Force has a strong desire to move forward with <br />this project in 1996. This is in spite of the project not receiving Mighty Ducks <br />funding last year. Nonetheless, the Task Force is optimistic that it will <br />receive a Mighty Ducks grant in 1996 if the Legislature approves more <br />money. The sports commission has advised the city that it does fund projects <br />that are under construction and there will definitely be more than <br />$250,000.00 worth of expenses that are not in the project that should be <br />added and could be financed with this Mighty Ducks money. <br /> <br />The project is being down sized to approximately 1,500 seats. Without any <br />sales tax, the estimate for this project is slightly under $2.7 million. There <br />appears to be slightly more than $2.35 million available for the project, so <br />there is still a gap between available revenues and the cost estimate of the <br />project. The Task Force believes that the cost of the project will be closer to <br />$2.5 million when additional items that can be supplied with volunteer labor <br />and equipment are removed from the bid package and also in the anticipation <br />of a good bidding environment. If this does take place, then the remaining <br />challenge to finance the construction will be to get the revenues up to the <br />$2.5 million range. <br /> <br /> <br />
