CIP Memo <br />February 19, 1996 <br /> <br />Page 2 <br /> <br />Liquor Store <br /> <br />Liquor Store Manager Fritz Dolejs will be in attendance at this meeting to <br />present his 1995 Annual Report. Additionally, Fritz will be happy to discuss <br />with the City Council his vision and thoughts on the future of the liquor <br />industry in Elk River. As discussed at the last CIP meeting, the City Council <br />decides when and if the city constructs a new Northbound liquor store and <br />when, if, and where the city buys land for a Westbound liquor store. At this <br />time it is staffs recommendation that we pursue a Westbound liquor store <br />site in 1996 and that we prepare plans for the construction of a new <br />Northbound liquor store in 1996. The actual construction of a new <br />Northbound liquor store is not proposed for 1996, and is subject to ongoing <br />evaluation based on the activities surrounding the existing Northbound <br />liquor store and the activities surrounding the future Northbound liquor <br />store site. <br /> <br />At this time, it is staffs recommendation that the highest priority is the <br />purchase of the Westbound liquor store site. A second liquor store will <br />definitely be needed in the future of Elk River, and it is appropriate to get the <br />best site possible at this time before all the appropriate sites for this activity <br />are gone. This site selection issue for a second liquor store is not a new topic <br />and, in fact, has been discussed for the past few years. Please see the <br />attached October 7, 1991, memo to the Mayor and City Council from the <br />liquor store manager on this topic. Based on City Council conversations that <br />started over four years ago, staff has evaluated a number of sites on the <br />north side of Highway 10 from UPA to the west. This evaluation includes the <br />old creamery site, the northwest and northeast corners of Highway 10 and <br />Proctor, the northeast corner of Upland Avenue and Highway 10 and the <br />northwest corner of Joplin Street and Highway 10. A summary of the issues <br />regarding the northwest corner of Highway 10 and Proctor Avenue is <br />attached. At this time staff is excited about the possible purchase of an <br />appropriately sized parcel of land at the northwest corner of Highway 10 and <br />Joplin Street and would like more formal Council direction in this regard. <br /> <br />Regarding the future Northbound liquor store in the northeast corner of <br />Highway 169 and 193rd Avenue, staff would like to have plans done for this <br />building project. We want plans completed so that when the time is <br />appropriate to build, based on activities and funding, the city will not lose <br />much start up time before actual construction can begin. The first step in <br />this process is to obtain a quote for architectural services from a firm that <br />has extensive experience in the construction of municipal liquor stores. Fritz, <br />being active in the liquor industry, has a number of firms he would like to get <br />quotes from rather than going out for the request for proposal process. The <br /> <br /> <br />
