CIP Memo Page 4 <br />February 19, 1996 <br /> <br />The construction documents that are now needed in order to go out for bids <br />make up about 40 percent of the architectural fees. Youth Hockey has <br />committed money to this project and, in fact, have paid $15,000.00 to the city <br />for the Marquette Financial Feasibility Study. Staff will be sending Youth <br />Hockey a letter requesting additional funds to help finance the architectural <br />work so that our commitment, in case the project doesn't go forward, is more <br />equally shared on a 50/50 basis. <br /> <br />It is appropriate to move forward with this project in order to go out for bids <br />for two reasons: <br /> <br />If this facility is going to be open next winter, it must move forward <br />in a timely fashion, which means doing the construction documents <br />now and going out for bids in the near future. <br />If this project is not going to happen based on the cost of the project <br />and the available funds for the project, then we need specific bids to <br />point to as the reason and not just use cost estimates as a reason to <br />not proceed. <br /> <br />While the construction documents are being prepared, staff still needs to <br />work with Youth Hockey to finalize the financial framework of the arena <br />operation in order to sell bonds. Also, the city still needs to do some legal <br />work with the school and Youth Hockey prior to the facility being under <br />construction. <br /> <br />At the 2-19-96 City Council meeting, staff needs direction on two issues: <br /> <br />To receive approval to move forward with the construction <br />documents so that the city can go out for bids on this project. <br />To receive council approval that it will donate certain items for this <br />future city ice arena facility in order to help make it happen from a <br />financial point of view. <br /> <br />It should be noted that this will be a city facility and should be treated much <br />like how the city provided assistance for the City Hall. For the ice arena <br />project the city is being requested to forgive the building permit fees and the <br />sewer availability charge, have the street crew do some work with the <br />striping of the parking lot and the installation of handicapped accessibility <br />signs, and also have the city finance the extension of the sanitary sewer <br />service line to the north. The Utilities Commission has also committed to <br />finance a water line going around the building and connecting to the north, <br />provided that the city gets the easement for this connection at Lowell Circle, <br />and will be requested to donate the WAC fee. <br /> <br /> <br />
