City Council Minutes <br />April 15, 1996 <br />Page 3 <br /> <br />COUNClLMEMBER HOLMGREN MOVED TO AUTHORIZE FUNDS IN THE AMOUNT OF <br />$5,500 FOR THE LAKE ORONO STUDY. COUNCILMEMBER FARBER SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />Mayor Duitsman introduced Representative Bruce Anderson from House District 19B. <br />Representative Anderson updated the Council on 1996 legislative action. <br /> <br />6.5, <br /> <br />o <br /> <br />Community Recreation Annual Report <br /> <br />The 1995 Community Recreation Board Annual Report was presented by Jeff <br />Asfahl. <br /> <br />Other Business <br /> <br />There was no other business <br /> <br />Staff Updates <br /> <br />There were no staff updates <br /> <br />10. <br /> <br />COUNClLMEMBER HOLMGREN MOVED TO RECESS TO THE TRAINING ROOM TO HOLD <br />A CAPITAL IMPROVEMENT WORKSESSION. COUNCILMEMBER FARBER SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Worksession - Capital Improvement Program <br /> <br />The City Administrator provided an update on the upcoming 4/17/96 HRA <br />meeting where the redevelopment of the King and Main intersection is planned <br />to be discussed. The strong possibility of the HRA moving forward with the <br />purchase of properties at this intersection was noted. <br /> <br />Mayor Duitsman reviewed with the Council two trucking businesses that are <br />interested in locating off of 171st Avenue on the east side of Highway 10 in the <br />southeast part of the city. The two trucking operations are LeFebvre Trucking and <br />Morrell Trucking. It was noted that the cost of upgrading 171st Avenue to a 10 ton <br />standard, plus the deceleration and acceleration lanes on Highway 10 would be <br />in the $450,000 range. MSA funding could be used for this project. It was noted <br />that a signal at 171st Avenue and Highway 10 would be at least three to four <br />years in the future depending upon signal warrants. The City Council indicated its <br />support for upgrading this street to MSA standards and using MSA funds, if it would <br />be a significant factor in enticing the two businesses, especially Morrell, to locate <br />in this area. The Council support was conditioned upon the businesses being <br />willing to commit to pay for truck utilities when they become available. <br /> <br /> <br />
