City Council Minutes <br />April 15, 1996 <br />Page 4 <br /> <br />The City Administrator reviewed with the City Council the 13 page draft CIP <br />Finances document. The MSA, Capital Projects, Landfill, Equipment Reserves, Park <br />Dedication, Liquor Store, NSP, Surface Water Management (SWM), TIF, General, <br />and Self Insurance Funds were reviewed. The Council specifically discussed the <br />need for and funding of the Joplin/Highway 10 intersection signal and north <br />frontage road project; the School Street/County Road 1 intersection and signal <br />and School Street project; the County Road 1 and Highway 10 intersection <br />project; the Dodge Avenue and 5th Street project; the funding for the library roof <br />project; the fire department pumper truck request; the construction of a new <br />Northbound Liquor Store and the architectural proposal from Tushie-Montgomery <br />that was handed out; and the need to do additional bonding for 1995 and 1996 <br />SWM projects along with the possibility of using TIF No. 2 funds for the Main/Evans <br />1995 project. The impact fees from developers for SWM projects was reviewed <br />and a 2/25/94 memo from the City Engineer on the SWM fee on developments <br />was discussed. This memo noted that the SWM fees are very Iow compared to <br />other communities. The City Council decided to wait and discuss the bonding for <br />SWM projects later in the year. <br /> <br />The City Administrator indicated that he would be preparing a 1996 Capital <br />Improvement Program for the City Council's review. This document would offer a <br />year by year discussion of projects that are planned and the anticipated <br />financing for these projects. The document is needed for the rating process <br />associated with the upcoming bond issue. <br /> <br />The City Administrator updated the City Council on his October national <br />conference and his planned summer break. <br /> <br />1 t. Adjournment <br /> <br />There being no further business, COUNCILMEMBER HOLMGREN MOVED TO <br />ADJOURN THE MEETING. COUNCILMEMBER FARBER SECONDED THE MOTION.
