Discussion on Parkinq Ordinance <br /> <br />Councilmember Farber arrived at this time (6:05 p.m.) <br /> <br />Zoning Assistant Kendra Lindahl indicated that the city has received several <br />complaints related to residents placing vehicles for sale in their front yard, on <br />vacant lots, or on the public right-of-way. She indicated that when vehicles are <br />parked in the ROW it frequently involves trespassing and unauthorized use of <br />vacant property in the city. The Zoning Assistant suggested addressing the sale of <br />vehicles separately from vehicle storage and parking issues. <br /> <br />COUNClLMEMBER FARBER MOVED TO AUTHORIZE STAFF TO CONTINUE TO REVIEW <br />THE PRESENT PARKING ORDINANCE AND TO CONSIDER AN ORDINANCE <br />AMENDMENT THAT WOULD ADDRESS THE SALE OF VEHICLES ON PUBLIC AND/OR <br />PRIVATE LAND. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />5.2. Zoninq Updates <br /> <br />Councilmember Dietz arrived at this time (6:16 p.m.) <br /> <br />Zoning Assistant Kendra Lindahl reviewed her 4/15/96 memo on environmental <br />activities and updated the Council on the following issues: <br /> <br />Code Administration <br />SCORE Funding -- $8,622 in SCORE funding has been earmarked for <br />adding junk mail and magazine recycling to residential recycling routes. <br />Hauler Contracts - Request for Proposals for garbage and recycling <br />pickup at the municipal facilities have been sent out. <br />Upcoming Tree Sale - May 18, 1996 <br />Geobase Computer System <br /> <br />5.3. Lake Orono Conservation Partners Grant <br /> <br />Building and Zoning Administrator Steve Rohlf informed the Council that it is <br />unlikely that the City will receive a Conservation Partners Grant from the DNR for <br />the Lake Orono Study. Steve Rohlf recommended that the city proceed with the <br />Lake Orono Study. He indicated that the city's portion of the cost of the study <br />would be about $5,500. Other funds would come from the SWCD, Sherburne <br />County, and the Lake Orono Improvement Association. Steve Rohlf indicated <br />that there may be a need for staff to request more funds for this project in the <br />future. <br /> <br />Steve Rohlf indicated that the City's cost could be funded through the Landfill <br />Surcharge fund. The City Administrator indicated that if this were not possible, <br />then the money would come from the Council Contingency Fund. <br /> <br /> <br />
