City Council Meeting Page 3 <br />January 22, 1996 <br /> <br /> COUNClLMEMBER SCHEEL MOVED TO ADOPT RESOLUTION 96-5, A RESOLUTION <br /> ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT IN THE MA'I"rER OF <br /> THE WASTEWATER TREATMENT FACILITY UPGRADE OF 1996. COUNClLMEMBER <br /> HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.8. Consider Resolution Authorizinq Expenditure of Tax Increment Funds <br /> <br />Mayor Duitsman indicated that the proposed resolution commits TIF No. 4 funds <br />for the repayment of bonds that were issued for the western area water tower <br />and water treatment facility. <br /> <br />COUNClLMEMBER DIETZ MOVED TO ADOPT RESOLUTION 96-6, A RESOLUTION <br />DIRECTING THE TAX INCREMENT FINANCING FUNDS FROM TAX INCREMENT <br />FINANCING DISTRICT NO. 4 TO BE APPLIED TO THE COST OF THE GARY STREET WATER <br />TOWER. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />6.9. Community Recreation Board Update <br /> <br />Councilmember Holmgren updated the Council on the recent Community <br />Recreation Board meeting. <br /> <br />6.10. Consider Police Department Request to Sell and Dispose of Junk Vehicles <br /> <br />Police Chief Tom Zerwas indicated that an advedisement for bids for three junk <br />vehicles was placed in the newspaper two separate times. He stated that the <br />city received one bid for the Ford Escort of $126.00 and $6.00 each for the other <br />two junk vehicles. The Police Chief suggested that the City Council award the <br />$126.00 bid for the Escod, but to junk the other two vehicles as the city will receive <br />more money junking the vehicles than accepting the $6.00 bid. <br /> <br />Councilmember Farber suggested that all the vehicles be auctioned. The Police <br />Chief explained that this would be an option, however the next auction would <br />not be held until May, which would mean that the vehicles would have to remain <br />in the parking lot for another four months. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ACCEPT THE BID FOR THE FORD ESCORT <br />IN THE AMOUNT OF 5126.00 AND TO JUNK THE OTHER TWO VEHICLES. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 3-1-1. <br />Councilmember Farber opposed. Mayor Duitsman abstained. <br /> <br />6.11. <br /> <br />Update on K-9 Proqram <br /> <br />Police Chief Tom Zerwas indicated that Ron Nierenhausen was recently <br />promoted to Sergeant and requested that the Council consider filling his K-9 <br />position. The Police Chief indicated that Sergeant Nierenhausen's dog Baron has <br />been unavailable for work due to a lingering illness. He further indicated that <br />Sergeant Nierenhausen is willing to take ownership of the dog. <br /> <br />The Police Chief indicated that it is the intention of the Police Department to <br />assign Officer Dave Dummer to the K-9 position, acquire and train a new dog, <br />and have an operational K-9 Program within the next several months. <br /> <br /> <br />
