City Council Meeting <br />Januaw 22, 1996 <br /> <br />Page 2 <br /> <br />5.1. <br /> <br />Motion to Call Executive Session of the City Council <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO CALL AN EXECUTIVE SESSION OF THE CITY <br />COUNCIL PURSUANT TO MINNESOTA STATE STATUTES 471.705 1D(E) RELATING TO <br />AI'i'ORNE¥ CLIENT PRIVILEGES IN RELATION TO A POLICE DEPARTMENT PERSONNEL <br />ISSUE. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />The City Council recessed at 6:05 p.m. Mayor Duitsman reconvened the City Council <br />meeting at 7 p.m. <br /> <br />6.3. Consider Plannin,q Commission Members Attendance at National Conference <br /> <br />City Administrator Pat Klaers reviewed a request from the Planning Commission for <br />two members to attend the National Planning Conference. Mayor Duitsman <br />indicated that the budget called for one Planning Commission member to <br />attend the conference. He indicated he would like more information regarding <br />the cost of the conference and if a second Planning Commission member wished <br />to attend, a presentation should be made to the City Council regarding their <br />request,. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO SEND ONE PLANNING COMMISSION MEMBER <br />TO THE NATIONAL PLANNING CONFERENCE AND IF A SECOND MEMBER WISHES TO <br />A'ITEND, A REQUEST MUST BE MADE BEFORE THE CITY COUNCIL, AND FURTHER, THE <br />COUNCIL RECEIVE A REPORT AT THE END OF THE CONFERENCE REGARDING <br />INFORMATION PRESENTED AT THE CONFERENCE. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.6. Consider Purchase of Civil Defense Siren <br /> <br />Fire Chief Bruce West indicated that the City of Elk River currently has eleven <br />emergency sirens. He indicated he is requesting to purchase a twelfth siren for <br />$10,857.60. Bruce West explained that he will be locating two sirens this year- the <br />new one and one prior siren that was not installed in 1995. He indicated that the <br />proposed locations for the two sirens are the southeast location of Highway 10 <br />and approximately 160th Avenue, and also the 209th Avenue area in the <br />northeast quadrant of the city. Bruce West indicated that the future location for <br />a 1997 siren will be the northwest area of County Road 32 and 205th Avenue. <br /> <br />Councilmember Scheel indicated her concern regarding the lack of sirens in the <br />nodheast and northwest parts of the city. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE PURCHASE OF AN EMERGENCY <br />SIREN AT A COST OF $10,850.60 AND ALSO THE PLAN FOR LOCATING THE TWO <br />SIRENS AS PROPOSED BY THE FIRE CHIEF. COUNCILMEMBER HOLMGREN SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.7. Consider Resolution Awardinq Bids for Expansion of Wastewater Treatment Plant <br /> <br />Mayor Duitsman indicated that the lowest bidder for the Wastewater Treatment <br />facility upgrade project was Gridor Construction, Inc., at $3,292,900. <br /> <br /> <br />
