Mn/DOT will continue to use the Committee as a <br /> review board for maintaining the system plan <br />4.2 The Committee reports to and advises Mn/DOT and Mn/DOT will manage the <br /> functions and operations of the committee. The Committee serves in an advisory <br /> capacity and its recommendations are not binding upon Mn/DOT. Mn/DOT may <br /> accept, modify or reject the Committee's advice as k deems appropriate. <br />4.3 The Committee will meet regularly and will advise M,n/DOT on: <br /> A. The overall coordination of commuter rail activity to ensure that the <br /> commuter rail corridors are an integrated part of a multi-modal <br /> transportation system. <br /> B. Establishment of technical standards for the commuter rail system. <br /> C. Methods for providing commuter rail information to local governments <br /> and the citizens of Minnesota. ' <br /> D. The publication of necessary updates to the System Plan to maintain its <br /> vitality as a "living document". <br /> E. Timing and scheduling issues, to coordinate commuter rail lines with each <br /> other'and with other modes oftransporzafion. <br /> F. The development and use of related facilities such as maintenance shops, <br /> park and ride lots and interfaces with other modes of transportation. <br />4.4 The Committee will consist of the following members: A. One member appointed by NCDA. <br /> B. One member appointed by the Metropolkan Council. <br /> C. One member appointed by the St. Cloud Metropolitan Planning <br /> Organization. <br /> D. Representatives appointed by, or as invited to participate by Mn/DOT, <br /> through its Commissioner. <br /> 1. One Mn/DOT employee, who will serve as committee chair; <br /> 2. Other representatives of Mn/DOT, as deemed appropriate; <br /> 3. One representative of the Council on Disabilities; <br /> 4. House and Senate Transportation Committee staff; <br /> 5. One representative of the railroad industry; <br /> 6. One representative of a railroad labor organization; <br /> 7. ·Such others as may be required by law; <br /> 8. Such others as are deemed appropriate. <br /> <br />4.5 The Committee will continue to operate for the purposes set out above for as long <br /> as Mn/DOT deems such operation appropriate. <br /> <br />5. Compliance With Federal Funding Requirements <br />To ensure receipt of all available federal funds for commuter rail, Mn/DOT and <br />NCDA will, individually and collectively, conduct all commuter rail activities in <br />compliance with applicable federal laws and regulations. NL-u/DOT and NCDA agree <br />to align the commuter rail planning and programming process to follow the Federal <br />Transit Administration's "New Starts Criteria," as defined in 49 USC § 5309. <br /> <br /> <br />
