2.10 Review, for conformance with the System Plan, and approve, disapprove or <br /> modify plans for commuter rail-related facilities, including stations, park-and- <br /> ride lots and interfaces to other modes of transit. <br />2.11 Monitor work conducted by NCDA so that corridor planning, design and <br /> construction is consistent with system integration, and to ensure that it is in <br /> compliance with federal funding requkements. <br />2.12 Appoint members to the Commuter Rail Steering Committee, as provided in <br /> Article 4 of this agreement. <br />2.13 Disburse grant funds received by Mn/DOT on behalf of NCDA. <br /> <br />3. Duties Of NCDA <br />NCDA duties and responsibilities, in cooperation with and under the supervision of <br />Mn/DOT, are to: <br /> 3.1 Conduct all activities in a manner designed to produce an integrated <br /> commuter rail system and to ensure continuing eligibility for federal funding.' <br /> 3.2 Permit a designated Mn/DOT official to serve in a non-voting advisory <br /> capacity on NCDA's "Executive Committee ", or equivalent policy <br /> committee, responsible for planning and development of commuter rail. <br /> 3.3 Permit a designated Mn/DOT official to serve in a non-voting advisory <br /> capacity on NCDA's "Technical Advisory Committee ", or equivalent <br /> technical committee, responsible for overseeing the engineering, <br /> <br /> specifications and other technical aspects of commuter mil <br /> Conduct feasibility studies, planning, preliminary engineering, final design, <br /> construction, operational planning and planning of related facilities. <br /> 3.5 Adhere to the guidance, requirements and specifications of the .System Plan <br /> tn conducting all commuter rail activities, unless a variance from such <br /> <br /> · gXtidance, requirements and specifications in expressly granted in writing by <br /> <br /> 3.6 Include and utilize data, planning standards and forecasting models provided <br /> by Mzl/DOT <br /> 3.7 AtSer completing each stage of the development process, request and receive <br /> written approval from Mn/DOT before advancing to the next stage. <br /> Prior to executing any sub-consultant agreement, request and receive <br /> Mn/DOT's written approval of the proposed agreement. <br /> Participate in negotiations with railroads at the request of Mn/DOT. <br /> 0 Appoint a member to the Commuter Rail Steering Committee as provided <br /> in Article 4 of this agreement <br /> 1 Request Mn/DOT's written approval before varying from any of the duties <br /> set out in this agreement. <br /> <br />3.8 <br /> <br />3.9 <br />3.1 <br /> <br />3.1 <br /> <br />4.
