City Council Minutes Page 3 <br />February 25, 2002 <br />............................. <br /> <br /> STEP 5, LEVEL A, $10.99 PER HOUR WITH A POSSIBLE STEP INCREASE IN <br /> JULY BASED ON SATISFACTORY JOB PERFORMANCE. COUNCILMEMBER <br /> TVEITE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.3. Cable TV Update <br /> <br />Government Access Cable Producer Kristin Thomas provided the Council with an update <br />on several cable issues. She reviewed the price history for basic and expanded service, the <br />cable service area, the possibility of cable competition and the issues relating to competition. <br />Kristin talked about the franchise fees the city receives and noted the equipment the city has <br />received through the cable commission. Kristin also provided an update on the <br />programming for the government access channel. <br /> <br />4.4. Redistricting Review <br /> <br />The City Clerk provided information on the redistricting process. She noted that the <br />purpose of redistricting is to redraw the ward lines so that the population is evenly <br />distributed among the City's four wards. The Clerk provided the Council with two <br />redistricting proposals. She noted that although a final plan cannot be adopted until the <br />State's plan is final, the city should begin its redistricting process as soon as possible. The <br />Clerk reviewed the guidelines that must be followed when redistricting ward lines. <br />Following review of both options, the Council chose Option # 1 because the lines were <br />more evenly drawn and the wards were bordered by more recognizable roads. <br /> <br />The City Clerk noted that she will bring Option # 1 to the council for final adoption <br />following the state decision on the legislative and congressional redistricting plan. <br /> <br />4.5. YMCA Update <br /> <br />Mayor Klinzing gave an update on the YMCA. She noted that a representative of the YMCA <br />will be located in Lions Park Center. <br /> <br />4.6. Employees/Board and Commission Members <br /> <br />The City Administrator noted that Lana Huberty has submitted her resignation from the <br />Park and Recreation Commission due to her recent position with the City Recreation <br />Department. The City Administrator indicated that the city has an informal policy that does <br />not allow city employees to serve on boards and commissions. <br /> <br />Councilmember Dietz indicated that he felt a staff member should be allowed to be on a <br />board or commission if it would not result in a direct job conflict. Councilmember Motin <br />suggested that each situation be reviewed individually. Councilmember Tveite suggested that <br />the policy remain and that it be left to staff discretion as to whether a staff member should <br />be eligible for appointment to a board or commission. <br /> <br />It was the consensus of the Council to make no changes to the informal policy. <br /> <br />COUNCILMEMBER MOTIN MOVED TO RELUCTANTLY ACCEPT THE <br />RESIGNATION OF LANA HUBERTY FROM THE PARK AND RECREATION <br />COMMISSION. COUNCILMEMBER DIETZ SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br /> <br />
