Terry indicated that the remaining costs are proposed to be assessed to the abutting <br /> property owners. <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br />Mike Leafy - Elk River Motel properties, Inc. - had questions pertaining to the method <br />of determining assessable acreage and front footage. The City Engineer indicated that they <br />used the same calculations that were used when the property was surveyed in 2000 for the <br />trunk assessment. <br /> <br />Mr. Leafy had questions pertaining to the AmericInn property. He questioned how the <br />2.48 acres was calculated. He also questioned if the access to the Americlnn would be <br />closed in its entirety. Terry Maurer indicated that the Highway access would be permanently <br />closed. <br /> <br />Dwight Kirkeide - 12301 173r° Avenue NW -He noted that the corner of his property <br />would be cut off with this project. He indicated that he was under the impression that this <br />project would not impact his property. Mr. KJrkeidi stated that his property is in the wild <br />and scenic district and requested the Council to preserve the existing buffer and not to <br />impact his property. <br /> <br />Owner of the AmericInn - Questioned if the City could guarantee that there would be a <br />sign on both sides of the highway advertising his business. Terry Maurer indicated that he <br />has spoken to MnDOT who indicated that signs could be placed on the highway, however, <br />the proper application process has not yet been completed. The owner of the Americlnn <br />indicated his concern with the high assessment and the time period for repayment of the <br />assessment. Terry Maurer indicated that he would speak to the Finance Director about the <br />possibility of extending the payment period for his assessments. The owner of the <br />Americlnn also requested the City Engineer to review the 2.48-acre figure as he felt it may <br />be too high. <br /> <br />There being no further comments, Mayor Klinzing closed the public hearing. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 02-13 <br />ORDERING THE IMPROVEMENT AND PREPARATION OF PLANS <br />AND SPECIFICATIONS IN THE MATTER OF THE ZANE STREET <br />IMPROVEMENT OF 2002 CONTINGENT UPON RECEIVING A <br />SIGNATURE FROM NAPA AUTO FOR THE LAND AGREEMENT. <br />COUNCILMEMBER TVEITE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />The City Council recessed and moved to the training room for the remainder of the meeting. The <br />Council reconvened at 6:50 p.m. <br /> <br />4.2. Authorization to Hire Secreta~/Receptionist for the Street/Park Department <br /> <br />Phil Hals requested the Council to hire Dawnette Saylor as a part-time secretary for the <br />Street/Park department. <br /> <br />COUNCILMEMBER DIETZ MOVED TO HIRE DAWNETTE SAYLOR AS A <br />PART TIME SECRETARY FOR THE STREET/PARK DEPARTMENT AT <br /> <br /> <br />
