Storm Sewer <br />There is a small existing storm sewer collection system on Zane Street. The 18-inch <br />concrete storm sewer discharges to a ditch, which enters a pond below the Mississippi <br />River bank to the west. The storm water ultimately reaches the Mississippi River. <br /> <br />Existinq Private Utilities <br />Private utilities which have facilities in or near the project area will be notified of the <br />project and requested to incorporate repairs and replacements with the project as <br />needed at their cost. Private utilities include Qwest Communications, Elk River <br />Municipal Electric, Connexus, North Star Access, Sherburne Telesystems, and <br />Minnegasco. <br /> <br />V. PROPOSED IMPROVEMENTS <br /> <br />The proposed improvements for the Zane Street NW project include sanitary sewer, <br />watermain, storm sewer, and street construction. A detailed description of each <br />proposed improvement is provided below. <br /> <br />Street <br />Proposed street improvements include the realignment of Zane Street, extension of the <br />cul-de-sac southerly, removal of existing turn lanes along TH 10 at the intersection with <br />Zane Street, and closure of the Zane Street access to TH 10. The proposed street <br />improvements are shown on Exhibit 4. The proposed realignment of Zane Street <br />allows Saxon Motors to have all of their property to the west of the new road. The <br />reconfiguration of the property will necessitate the exchange of right-of-way between <br />Saxon Motors, Napa Auto Parts, and the City of Elk River. This is discussed further in <br />the Right of Way and Easements section of this study. <br /> <br />The existing intersection of TH 10 and Zane Street will be closed to promote access <br />management along the Trunk Highway. Access to the businesses along Zane Street <br />would be from 171st Avenue or 173rd Avenue. <br /> <br />The proposed street section for Zane Street, shown on Exhibit 4, consists of a 32-foot <br />wide street section with barrier concrete curb and gutter.
