The proposed improvements will be developed into a project large enough to ensure a <br />competitive bidding process. Therefore, the proposed improvements will be cost- <br />effective. Based on the information contained within this report, the proposed <br />improvements are necessary, cost-effective, and feasible from an engineering <br />standpoint. The project is necessary in order to provide the properties in The <br />Crossroads area with safe and adequate public transportation facilities, watermain, <br />sanitary sewer, and storm sewer systems. <br /> <br />IV. EXISTING CONDITIONS <br /> <br />Street <br />Zane Street starts at the intersection with Trunk Highway 10 and terminates 500 feet to <br />the south in a cul-de-sac. The intersection is controlled by a stop sign on Zane Street, <br />with an open median on Highway 10 to allow for left turning movements. It should be <br />noted that the on-ramp from Trunk Highway 101 merges onto Trunk Highway 10 east <br />less than 100 feet from the intersection of Zane Street. <br /> <br />The area adjacent to Zane Street is zoned as Highway Commercial (C3). The cul-de- <br />sac serves three businesses - Americlnn, Napa Auto Parts, and Saxon Motor. There <br />are two lots that are undeveloped located between the Americlnn and Saxon Motors. A <br />zoning map of the study area is provided as Exhibit $. <br /> <br />Sanitary Sewer <br />There is no city sanitary sewer within The Crossroads plat. The three existing <br />businesses are served from on-site sewer systems. The on-site systems for both the <br />Americlnn and Saxon Motors have recently been determined to have failed. Both of <br />these businesses are currently using their septic tanks as holding tanks and are having <br />them pumped weekly as an interim measure until city sanitary sewer is available. Both <br />drain fields have been abandoned and are no longer in use. <br /> <br />Watermain <br />There is no city watermain within The Crossroads plat. Watermain was brought under <br />Trunk Highway 10 as part of the Eastern Area Phase 1 project. A 16-inch watermain <br />was stubbed to the north of the intersection and a hydrant was installed. <br /> <br />FEAS-STUDY 3 <br /> <br /> <br />
