extending the cul-de-sac and removing the existing access with TH 10, promoting the <br />use of the signalized intersection at 171st Avenue for vehicle traffic. <br /> <br />Due to the closure of the Zane Street/Trunk Highway 10 intersection, the City was able <br />to enter into a cooperative agreement with MnDOT for the proposed project. MnDOT <br />has committed funds toward the project due to the benefits to the Trunk Highway. <br />Exhibit 2 shows the access management goals of the Mississippi Ridge and proposed <br />Zane Street NW Project. <br /> <br />In addition, the option of realigning Zane Street was also examined. Saxon Motors <br />currently has property on either side of Zane Street. Potential customers must cross the <br />road to reach the second half of the car lot. The owner of Saxon Motors, Ted Saxon, <br />requested that the City examine the option of realigning the road so that the property <br />owned by Saxon Motors could all be on the west side of the road. <br /> <br />II. PROJECT SCOPE <br /> <br />The purpose of this study is to analyze the realignment of the existing road, together <br />with the extension of lateral sanitary sewer and trunk watermain and determine the <br />feasibility of the proposed project. This study will discuss the existing conditions, <br />proposed improvements, estimated construction costs, and overhead costs which <br />include city administration, engineering, fiscal, and legal expenses. The City's <br />Assessment Manual and past practices will be used as guidelines to discuss financing <br />methods for the proposed improvements. <br /> <br />III. NECESSITY AND COST-EFFECTIVENESS <br /> <br />The improvements proposed in this study are necessary for a number of reasons. The <br />Mississippi Ridge Addition eliminated four access points along Trunk Highway 10. The <br />Zane Street NW Project would eliminate another full access point. In conjunction with <br />the street improvements, lateral sanitary sewer and watermain would be constructed. <br />The proposed watermain improvements will connect to the City's existing system at <br />multiple locations providing an added benefit of a looped system. <br /> <br />FEAS-STUDY 2 <br /> <br /> <br />
