I. INTRODUCTION <br /> <br />On December 10, 2001, the Elk River City Council adopted Resolution 01-79 <br />authorizing Howard R. Green Company to prepare a Feasibility Study for the Zane <br />Street NW Project in the City of Elk River. The study was initiated by the City Council <br />due to concerns regarding the safety at the intersection of Zane Street NW and Trunk <br />Highway 10. The proposed project is through the existing "The Crossroads" plat. A <br />map of the project area is provided as Exhibit 1. <br /> <br />The proposed Zane Avenue Project includes the realignment of Zane Avenue and <br />construction of sanitary sewer, watermain, and storm drainage improvements. The <br />major components of the proposed project are as follows: <br /> <br />· Realignment of Zane Street NW to connect to Yale Street NW in the newly <br /> constructed Mississippi Ridge Addition. <br /> <br />· Closing of the access to TH 10 at the existing intersection with Zane Street. <br /> <br />· Extension of sanitary sewer and watermain from the north property line of <br /> Mississippi Ridge Addition to the north project limits. <br /> <br />· Construction of storm sewer to service the new street location. <br /> <br />Zane Street is an existing cul-de-sac road off of Trunk Highway 10. The road serves <br />three existing businesses: Americlnn, Napa Auto Parts, and Saxon Motors. In order to <br />improve the safety and traffic service on Trunk Highway 10, the City of Elk River has <br />been working with MnDOT to reduce the number of access points onto the Trunk <br />Highway. The recent construction of the Mississippi Ridge Development to the south of <br />Zane Street was designed using this concept. The project eliminated four driveway <br />access points to Trunk Highway 10, reconfigured one driveway access into a city street <br />that aligns with 173rd Avenue, and created the fourth leg of the signalized intersection at <br />171st Avenue and Trunk Highway 10. Through direction from City Staff the Mississippi <br />Ridge Development included a public right-of-way for the future extension of the Zane <br />'Street cul-de-sac. <br /> <br />Due to safety concerns at the intersection of Zane Street and Trunk Highway 10, City <br />Council determined' that a project should be initiated that would study the feasibility of <br /> <br />FEAS-STUDY 1 <br /> <br /> <br />
