City Council Minutes Page 3 <br />November 25, 2002 <br /> <br /> Commissioner Wergin questioned how the City of Elk River would be willing to assist in the <br /> process. She noted that it is necessary for the City of Elk River to be a willing partner. Mayor <br /> KLinzing indicated that the City was the original partner with the YMCA and that the City <br /> partnered with the YMCA to conduct a feasibility survey regarding the YMCA. She stated <br /> that it makes sense that Sherburne County is a partner with the YMCA. She indicated that <br /> the City will be very supportive and would be willing to help with a capital campaign to raise <br /> funds for the project. She also noted that the City had offered land for the YMCA, and the <br /> city may be willing to put a value on that land and use it to help the project. <br /> <br />Casey Scott reviewed the commitment of the YMCA to this project. Casey noted that the <br />YMCA will be taking on the operating, construction, and bonding risks with this project. <br /> <br />Discussion was held regarding the possibility of the YMCA competing with the Boys and <br />Girls Club. It was noted that the YMCA has a much larger service area and program focus <br />than the Boys and Girls Club and that it is not the intention to compete with the Boys and <br />Girls Club. <br /> <br />Mayor Klinzing noted that the City would wait to hear from the County on its decision to <br />partner with the YMCA. <br /> <br />The Council recessed at 7:45 p.m. and reconvened at 8:05 p.m. <br /> <br />6.1. Tim Smith House Removal Issue <br /> <br />This item was postponed. <br /> <br />6.2. City of Elk River Business Subsidies Policy <br /> <br />A. Public Hearing on Proposed Business Subsidies Policy <br /> <br />B. Consider Adoption of the Business Subsidies Policy <br /> <br />Director of Economic Development Catherine Mehelich indicated that the EDA and HRA <br />recently adopted the Business Subsidies Policy following public hearings on November 12 <br />and November 25. She indicated that the HRA has recommended that the phrase "a <br />minimum amount of" be deleted from the third paragraph of Section I. She indicated that it <br />was felt the City could be sending a mLxed message of discouraging business subsidies <br />instead of encouraging subsidies. Following discussion of this issue, it was the consensus of <br />the City Council to follow the recommendation of the I-IRA. <br /> <br />Mayor Klmzing opened the public hearing. There being no one for or against the matter, <br />Mayor IClinzing closed the public heating. <br /> <br />COUNCILMEMBER TVEITE MOVED TO ADOPT THE ELK RIVER <br />BUSINESS SUBSIDIES POLICY WITH THE MINOR AMENDMENT OF <br />DELETING THE WORDS "A MINIMUM AMOUNT OF" FROM SECTION I. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br /> <br />
