City Council iMinutes Page 4 October 14, 2002 Council reviewed the proposed improvements. It was noted that the project does not require any land acquisition and all the improvements can be completed within Mn/DOT right-of-way. 7.3. 7.4. 7.5. Discussion was held about the impact of installing a median on Main Street in front of UPA Service Drive. The median would allow a right out only for those e~ting from the service drive onto Main Street, and would not allow traffic to turn into the service drive from westbound Main Street. Jeff Gongoll indicated that closing this ~vould impact both Chamber and Great River Energy employees and visitors. The City Engineer indicated that due to Council concerns over the impact this would have on the Chamber and Great River Energy; he would continue to look at other options. Pavement Rehabilitation Project City Engineer Terry Maurer reviewed the pavement rehabilitation report. The City Engineer noted that the £~rst project identified in the report is Fourth Street from Main Street to Trunk Highway 10. He noted that if the report is adopted, a public informational hearing would be held in November and the improvement project is scheduled for 2003. COUNCILMEMBER DIETZ MOVED TO ADOPT THE PAVEMENT REHABILITATION REPORT. COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED $-0 Transportation Plan Update City Engineer Terry Maurer provided an update on the ~vork that has been done on the transportation plan. He noted that the transportation plan is somewhat on hold until the comp plan has been completed. He further indicated that the transportation plan will accommodate the current comp plan transportation issues. Other Transportation Issues/Updates City Engineer Terry Maurer provided updates on the following transportation issues. 175 m Avenue Improvement Project Orono Parkway - Councilmember Dietz indicated that the street lighting committee has recommended installing streetlights along Orono Parkway. Councilmember Dietz questioned whether it was appropriate for the Utilities to pay the entire bill for the streetlights because the original streetlights were taken down per Council recommendation. He suggested that the City consider paying a portion of the cost. The City Administrator stated that he would discuss this with issue with Elk River Utilities General Manager.
