The Mayor and CounciLmember Kuester volunteered to attend. <br /> <br />5.3. Public Safety. - Utilities - City Hall Project Update <br /> <br />The City Administrator updated the Council on the city facilities building projects. He <br />indicated that the money available for the public safety facility has been finalized at $7.647 <br />million dollars. He indicated that insuring the bond versus being required to have a reserve <br />increased the amount of funds that can be used for the project. The City Administrator <br />stated that most of the items that were proposed to be cut from the project in July have <br />remained in the project. <br /> <br />7.1. Consider Resolutions Related to Mn/DOT Studies <br /> <br />City Engineer Terry Maurer noted that staff has prepared draft resolutions for the Council <br />to review in regard to transportation issues: <br /> <br /> TH 10 Interregional Corridor Management Plan <br />· TH 169 Interregional Corridor Management Plan <br />· Northwest Corridor and River Crossing Study <br /> <br />Councilmember Motin suggested that the Council include a sentence in the resolution that <br />recommends that the State begin to look at available property for acquisition. Council <br />discussion pursued regarding this issue. Councilmember Kuester and Mayor Kdinzing <br />indicated they were not in favor of this as there were too many unknowns at this dme to <br />expect the State to plan for property acquisition. <br /> <br />COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 02-92 <br />ACCEPTING, SUPPORTING AND ADOPTING THE TH 101-169 <br />INTERREGIONAL CORRIDOR MANAGEMENT PLAN. COUNCILMEMBER <br />KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 02-93 <br />ACCEPTING, SUPPORTING, AND ADOPTING THE TH 10 <br />INTERREGIONAL CORRIDOR MANAGEMENT PLAN. COUNCILMEMBER <br />KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Councilmember Motin indicated that he did not agree with some of the issues in the river <br />crossing resolution, especially the bypass. Mayor Klinzing indicated that the resolution is in <br />keeping with what the Highway 10 Coalition is doing. <br /> <br />COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 02-94 <br />COMMENTING ON THE DRAFT SCOPING DOCUMENT FOR THE <br />NORTHWEST CORRIDOR AND RIVER CROSSING STUDY. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION <br />CARRIED 4-1. COUNCILMEMBER MOTIN OPPOSED. <br /> <br />7.2. Discuss Highway 10/Main Street 2003 Project <br /> <br />City Engineer Terry Maurer presented conceptual drawings for proposed improvements of <br />the TH 10 and Main Street intersection. He discussed the federal funding that will be <br />available for the project in 2005 and the possibility of advance funding for the project. The <br /> <br /> <br />
