City Council Minutes Page 3 October 14, 2002 and county staffs would be meeting with YMCA in October and requested two members of the City Council to attend. The Mayor and CounciLmember Kuester volunteered to attend. 5.3. Public Safety. - Utilities - City Hall Project Update The City Administrator updated the Council on the city facilities building projects. He indicated that the money available for the public safety facility has been finalized at $7.647 million dollars. He indicated that insuring the bond versus being required to have a reserve increased the amount of funds that can be used for the project. The City Administrator stated that most of the items that were proposed to be cut from the project in July have remained in the project. 7.1. Consider Resolutions Related to Mn/DOT Studies City Engineer Terry Maurer noted that staff has prepared draft resolutions for the Council to review in regard to transportation issues: TH 10 Interregional Corridor Management Plan · TH 169 Interregional Corridor Management Plan · Northwest Corridor and River Crossing Study Councilmember Motin suggested that the Council include a sentence in the resolution that recommends that the State begin to look at available property for acquisition. Council discussion pursued regarding this issue. Councilmember Kuester and Mayor Kdinzing indicated they were not in favor of this as there were too many unknowns at this dme to expect the State to plan for property acquisition. COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 02-92 ACCEPTING, SUPPORTING AND ADOPTING THE TH 101-169 INTERREGIONAL CORRIDOR MANAGEMENT PLAN. COUNCILMEMBER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 02-93 ACCEPTING, SUPPORTING, AND ADOPTING THE TH 10 INTERREGIONAL CORRIDOR MANAGEMENT PLAN. COUNCILMEMBER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. Councilmember Motin indicated that he did not agree with some of the issues in the river crossing resolution, especially the bypass. Mayor Klinzing indicated that the resolution is in keeping with what the Highway 10 Coalition is doing. COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 02-94 COMMENTING ON THE DRAFT SCOPING DOCUMENT FOR THE NORTHWEST CORRIDOR AND RIVER CROSSING STUDY. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-1. COUNCILMEMBER MOTIN OPPOSED. 7.2. Discuss Highway 10/Main Street 2003 Project City Engineer Terry Maurer presented conceptual drawings for proposed improvements of the TH 10 and Main Street intersection. He discussed the federal funding that will be available for the project in 2005 and the possibility of advance funding for the project. The
