<br />MEMORANDUM <br /> <br />To: <br /> <br />Catherine Mehelich, <br />Director of Economic Development <br />City of Elk River ". <br /> <br />Thomas KamlPffer(i) <br />Parish Business Administrator <br />Church of St. Andrew, Elk River <br /> <br />From: <br /> <br />Date: <br /> <br />July 24, 2007 <br /> <br />Subject: Initial Response to 20- Year Redevelopment Framework Plan <br /> <br />We have reviewed this draft of the 20- Y ear Redevelopment Framework Plan and would like <br />to offer the following feedback to you to assist you in future revisions: <br /> <br />There has been no attempt made to prioritize or otherwise value these observations at this <br />point. <br /> <br />(1) Access & Egress: The plan does severe harm to the church and school with regard to <br />access and egress to and from the property from weekend services and! or funerals. We <br />are quite certain that the neighborhoods to our west and north would not be <br />appreciative of the additional volume of traffic this would channel through their <br />streets. We cannot imagine the planned new entrance/exit drawn would offset the loss <br />of our current 4th St. exits. It is also clear that the current exit on Gates/Freeport which <br />is to be retained can not handle an increase in volume. <br /> <br />(2) Bus Traffic: The plan does not provide for any acceptable access' to the school for <br />school bus traffic. As drawn, the only way a bus could approach the school would be <br />to drive through our parking lot which is not designed for that volume of traffic. We <br />cannot envision a bus being able to complete a V-turn in the planned cul-de-sac on <br />Irving and to have a bus backing up to complete a K-turn creates an unacceptable and <br />unnecessary hazard. <br /> <br />Related to this concern is the issue of parent drop-off and pick-up of non-bussed <br />children. We lose our staging area on 4th Street and face additional traffic in the <br />parking lot or V-turns in the cul-de-sac which are both safety concerns for us. <br />
