Qualifications (cant.)

OTHER RELEVANT EXPERIENCE

Capitol Region Watershed District Rulemaking Study
Capitol Region Watershed District (CRWD) selected
Wenck Associates to assist them in rules development.
The rules were written to provide standards and a
review for criteria for site developments that would
meet the implementation goals of the Capitol Region
Watershed District. In that role, Wenck has assisted
the District writing rules and technical guidance on the
user difficulty for developers or municipalities to meet
the rules requirements in their site development.
Wenck is also reviewing plans and making
recommendations to the Board and Staff regarding
questions to whether the proposed site development
plan has met the rules of the District.

Vermillion River Fecal Coliform TMDL

The Vermillion River watershed is located in central Dakota County and covers 335 square miles.
Portions of the Vermillion River in Dakota County, Minnesota are on the USEPA's 303 (d) list of
impaired waters for fecal coliform. The Vermillion County SWCD received a grant from the MPCA
for development of a TMDL and implementation plan for the coliform-impaired reaches. The SWCD
retained Wenck Associates, Inc. staff to support it in this effort specifically through preparation of
seasonal flow and unit areal coliform loading (or export) coefficients.

The TMDL calculations were developed on a seasonal basis. Wenck updated the Vermillion
hydrologic database from a preceding watershed analysis and developed flow statistics necessary to
drive a bacteria TMDL model. Flow statistics were transposed as necessary to characterize the TMDL
compliance locations. The MPCA originally prepared the bacteria TMDL model process. The model
requires seasonal loading coefficients for each identified source of coliform bacteria. Land cover,
livestock facilities, wildlife populations l:\lld other spatial data in the Vermillion River watershed were
paired with a coliform loading database and hydrologic statistics to build loading estimates. These
data and analyses were used as a part of the Lower Mississippi River Basin Regional Bacteria TMDL
and were critical in the development of an implementation plan.

Minnesota State Colleges and Universities - MS4
Permits

The designation of several Minnesota State Colleges and
Universities located in an urban area as an MS4 required
campuses around the state to respond quickly to develop a
Stormwater Pollution Prevention Program (SWPPP). To
meet their 90-day window seven campuses retained Wenck
Associates, Inc. to complete their SWPPP. Our respected
reputation in water resources and planning field were the
keys for the selection.
