Qualifications (cont.)

Ms. Ross' recent project experience also includes managing the water resources components of the
Minnesota Steel environmental impact statement (EIS), including surface water quality and quantity,
water appropriations, wastewater discharges, and wetlands. This work included technical analyses;
coordination with agency staff in review of assumptions, fmdings, regulatory compliance, and
proposed mitigation strategies; preparation of EIS chapter text summarizing the analyses and findings;
and addressing concerns raised by agency staff and the public.

Ed Matthiesen - Senior Review

Mr. Matthiesen has been the Engineer for several watershed districts in the Twin Cities Metro Area
over the past 25 years. During that time he has initiated rules and standards and been responsible for
the hydrologic modeling for entire watersheds. He is providing senior review on all of the Wenck
nondegradation plans.

Mr. Matthiesen's BMP analysis and implementation experience includes being Project Manager for the
Capitol Region Watershed District's Rulemaking Study to meet proposed rules; California Highway
Department's Los Angeles Districts Highway BMP implementation project to meet court ordered
water quality improvements; and Prior Lake Spring Lake Watershed District's BMP development to
meet volume reduction goals including development of standard details for an infiltration manhole,
cisterns for roof runoff collection, irrigation from NURP ponds, tire shreds below rain gardens for
volume storage, and large floatable control devices.

Joe Bischoff - Senior Review

Mr. Bischoff is the Project Manager and Scientist for several nondegradation plans in the Twin Cities
Metro area: the Coon Creek Watershed District, the City of Eden Prairie, the City of Chanhassen, and
the City of Andover. For each of his clients, he is managing the development ofP8 water quality
models, directing the use of GIS data sources to develop the model, and directing rule revisions to
implement more effective BMP's.

In related work, Mr. Bischoff is responsible for the development of the water quality plan for the
Shingle Creek Watershed Management Commission. This work entails developing a BMP
implementation plan to meet Total Maximum Daily Load (TMDL) pollutant reduction scenarios,
similar in many ways to nondegradation requirements.

Jeremy Schultz -'- Modeling Specialist

Mr. Schultz's professional experience is in stormwater management, hydrologic, hydraulic, and water
quality modeling. He is currently assisting Wenck staff in developing nondegradation plans for the
Cities of Eden Prairie, Chanhassen, and Andover. He is experienced with several numerical models
including P8, PondNet, XP-SWMM, and HydroCAD.

T:I0598100lNonDegradation ProposallQualifications.doc

4

,,~Wenck
