<br />Qualifications (cant.) <br /> <br />Load reductions for the current (2004) and 2020 conditions will be determined based on existing City <br />stormwater management standards and practices. For those areas that developed according to the <br />development review standards, a load reduction percentage will be applied based on the results of the <br />model. Wenck staff understands that the existing stormwater management standards were not in effect <br />in 1988, and therefore, some development has occurred without stormwater management practices. <br />Wenck assumes that the City staffwill identify areas that developed after 1988 and before the current <br />stormwater management standards went into effect. The load reduction percentage for regional ponds <br />not created as part of a development will also be incorporated into the model. <br /> <br />The third step in the process includes analyzing the loading assessmentand reduction and developing <br />recommendations for the City based on the differences between the two. This includes an evaluation <br />and recommendation of appropriate BMPs to meet any necessary loading reduction requirements. The <br />fmal step is to document the study approach, fmdings, and recommendations, and submit the study to <br />the MPCA for their review. <br /> <br />MPCA RELA TIONSHIP <br /> <br />As documented above, members of the Wenck team have or currently are working on several <br />nondegradation plans. Our staff has already presented nondegradation plan methods and results to <br />MPCA staff and received positive feedback; so when Wenck coordinates with MPCA staff on behalf <br />of the City of Elk River, we will be doing so having already established a rapport and positive <br />reputation. <br /> <br />PERSONNEL QUALIFICA TIONS <br /> <br />We have selected a team for your proj ect based on their experience with nondegradation proj ects, <br />loading assessments, water quality management, project management, modeling, planning and GIS. <br />The following are summaries of each team member's relevant background. More information on the <br />role each member will play on the City of Elk River project can be found in the Organizational <br />Structure section of this proposal. <br /> <br />Jennie Ross - Project Manager <br /> <br />Ms. Ross has over 25 years of experience in environmental analysis, planning and project <br />management, including experience in managing environmental planning projects and in water <br />resources projects. She is known for her ability to bring technical staff, local government and agency <br />representatives and other stakeholders together as needed during studies, in order to produce decisions <br />and a final study document that is technically accurate, user-oriented, and that has buy-in from <br />stakeholders. <br /> <br />Ms. Ross has recently worked on the Wenck team preparing eleven sub-watershed plan documents for <br />the Minnehaha Creek Watershed District Third Generation Management Plan. Each sub-watershed <br />plan included analysis of existing and future land use; estimates of pollutant loading; and <br />implementation recommendations for best management practices and water quality capital <br />improvement projects.
