Evans, PE

I Qualifications for

Elk River Loading Assessment and Nondegradation Report

Ms. Evans joined Bonestroo in 2001 and currently serves as an Engineer
and Hydrologist in the firm's Water Resources Group. Earth's experience
includes surface water management plans, comprehensive sanitary sewer
plans, hydrau.lidhydrologic modeling, construction inspection, site
development and design, and development plan reviews.

Relevant Experience

· WOODBURY, MN . MODELING FOR SURFACE WATER MANAGEMENT
Earth completed detailed water quality and quantity modeling for the
entire Woodbury existing and proposed stormwater system for use in the
City's Local Surface Water Management Plan, Loading Assessment, and
Nondegradation Plan.

· WOODBURY, MN . 2007 LSWMP AND NONDEGRADATION PLAN
As part of the 2007 infrastructure plan update, Earth developed a
detailed financing analysis for the purposes of developing infrastructure
area charges and evaluating these area charges against expected
development phasing. She also worked on stormwater modeling and
design to protect existing wetlands and natural resources. Building upon
the water quality and quantity modeling completed in 2006 for
Woodbury's Local Surface Water Management Plan (LSWMP) and
Loading Assessment, Earth is now working on completing the City's
LSWMP report and Nondegradation Plan report. These separate but
lntegrated plans will define the City's commitments to meet its own
surface water management goals and the regulatory requirements of its
NPDES permit. Earth has been working with Bob Barth to help the City
define mitigation strategies that encompass both policy changes and
specific implementation projects in conjunction with the City's Street
Major Maintenance projects and private redevelopment projects.

. PRIOR LAKE, MN . STORMWATER MANAGEMENT PLAN
This SWMP update included policy revisions that redefined rate control,
water quality, and infiltration requirements for projects in Prior Lake. In
addition to the policy component, the plan included an extensive XP-
SWMM model of the City's existing and ultimate surface water
management system. The model was used as a management tool to set
future volumetric loadings and discharge rates to Prior Lake so the Prior
Lake Spring Lake Watershed District goals for the lake and its outlet
operation could be met.

-# Bonestroo
