Neprash, PE <br /> <br />Qualifications for I <br /> <br />Elk River Loading Assessment and Nondegradation Report <br /> <br />Mr. Neprash joined Bonestroo in 1994 and currently serves as a Civil <br />Engineer and Hydrologist a part of the firm's Water Resources Group. <br />Randy's experience includes surface water management plans, hydrology <br />computer modeling, construction management and inspection, flood <br />studies, public education and involvement, and development plan <br />reviews. He is also knowledgeable of site development, water distribution <br />system analysis, roadway planning and design, park planning and design, <br />and aquatic center planning and design. <br /> <br />Randy is a skilled communicator, able to accurately convey information to <br />community task forces and the general public to build project support. For <br />relevant projects, he brings his knowledge of standards and regulations <br />needed for compliance with the U.S. Consumer Product Safety <br />Commission, the American Society for Testing and Materials, and the <br />Americans with Disabilities Act. <br /> <br />Relevant Experience <br /> <br />. NPDES PHASE II - MS4 PERMIT <br />In the past four years, Randy Neprash has developed a"unique set of skills and <br />experience in the area of stormwater regulation in Minnesota. He is currently <br />under contract as the technical/administrative consultant for the Minnesota <br />Cities Stormwater Coalition (MCSC), an organization of more than 80 Minnesota <br />cities regulated under the MS4 Permit. He has worked at multiple levels with all <br />of the NPDES stormwater permitting programs implemented by the Minnesota <br />?ollution Control Agency (MPCA). His depth of knowledge and experience with <br />these new stormwater regulatory programs is unmatched in the consulting <br />industry in Minnesota. <br /> <br />Randy has been involved in every stage of city and public involvement in <br />developing the NPDES Phase II MS4 General Permit. He originated the concept <br />for the League of Minnesota Cities (LMC) NPDES MS4 Guide Plan Project and <br />led the effort to create and implement the Guide Plan for the mandatory MS4s. <br />Since 2002, he has served as the technical advisor for the coalition of 119 MS4s <br />(mostly cities) formed under the LMC. This work continues today with the <br />Minnesota Cities Stormwater Coalition, also under the auspices of the LMC. He <br />has represented cities on the Minnesota Stormwater Steering Committee since <br />its inception. <br /> <br />Randy has served on the negotiating team for the LMC to develop <br />nondegradation language for the revised MS4 General Permit. He prepared <br />written comments for the LMC and the 30 nondegradation cities in response to <br />the draft MS4 Permit released in February 2005. His comments were included as <br />part of the LMC contested case hearing petition on this Permit. He also served <br />on the four-person negotiating team for the LMC to work with the MPCA to <br />revise the Permit draft language. <br /> <br />-# Bonestroo <br />
