Brasch <br /> <br />Qualifications for <br /> <br />Elk River Loading Assessment and Nondegradation Report <br /> <br />Mr. Brasch joined Bonestroo in 1998 and currently serves as a Water <br />Quality Specialist. Rich has been professionally involved in water <br />resources management in Minnesota, Wisconsin, and Montana at the <br />state and local levels for more than 23 years. Specializing in stormwater <br />quality management, lake rehabilitation and wetland protection, his <br />experience includes managing lakes, rivers, streams and wetlands in both <br />urban and rural settings. Rich's approach emphasizes pragmatic methods <br />through which local government can achieve cost-effective and timely <br />results. <br /> <br />Relevant Experience <br /> <br />· ROCHESTER, MN - NON DEGRADATION PHASE 2 LOADING ASSESSMENT <br />As project manager, Rich manages the aspects of the technical analysis, <br />results presentation, and development of both the loading assessment <br />report and the non degradation plan, as well as interactions with the <br />client. St. Paul and Rochester Bonestroo offices collaborated to meet the <br />requirements of Phase II of the NPDES MS4 Nondegradation Effort for <br />the City of Rochester through this project. Detailed analysis of the City's <br />watershed and BMP characteristics resulted in a city-wide, <br />comprehensive PondNET water quality model that estimates water <br />volume, total phosphorus loads and sediment loads for the evaluation <br />years of 1988, 2005, and 2020. <br /> <br />· EAGAN, MN - NONDEGRADATlON PHASE 2 LOADING ASSESSMENT <br />As project manager, Rich manages the aspects of the technical analysis, <br />results presentation, and development of both the loading assessment <br />report and the non degradation plan, as well as interactions with the <br />client. The purpose of this project is to conduct nondegradation modeling <br />for the remaining areas of the city for submitting a nondegradation plan <br />to satisfy regulatory requirements under MPCA's NPDES MS4 program. <br /> <br />. APPLE VALLEY, MN - NONDEGRADATION PHASE 2 <br />As project manager, Rich manages the aspects of the technical analysis, <br />results presentation, and development of both the loading assessment <br />report and the nondegradation plan as well as interactions with the <br />client. This project, that is expected to be completed in Fall 2007, <br />addresses the City of Apple Valley's need to comply with MPCA's <br />Nondegradation Review requirement. This is Phase 2 of a three-phase <br />project. Phase 1 involved gathering modeling data and assessing the <br /> <br />+ Bonestroo <br />
