<br />. . <br />In addition, the County will be responsible for all construction activities (curb and gutter, storm <br />sewer, auxiliary traffic lanes, etc.) within the right of way at the intersection of CH 40 & Liberty <br />Heights Drive. The developer's construction activities would then begin at the radii on Liberty <br />Heights Drive; permits are not required for this intersection area. The school will not be allowed <br />to access CH 40. <br /> <br />At the intersection of CH 40 & 189th Avenue the developer must field locate the access point of <br />189th Avenue and coordinate with the County for the construction of the right turn lane. The . <br />County will construct the right turn lane as part of the road project. The developer will be <br />required to construct the 189th Avenue access to CH 40 with 40' radii and account for drainage. <br />A permit-and signage fees are required. If a culvert is necessary, it must be RCPwith a <br />minimum 18'! diameter and be installed with 1:6 safety aprons and grates. . <br /> <br />We support the proposed access of 197th Avenue (Jarvis?) to CSAH 33 aligning with Twin <br />Parkway to create a four legged intersection at the County line. We recommend that the <br />present access for Twin View Ridge to Anoka County Highway 65 be cul-de-saced, because of <br />insufficient spacing. Another access to this alignment should be avoided. <br /> <br />If it is determined by others that the closure of the Twin View Ridge access is not possible,. the <br />proposed access of 197th Avenue (Jarvis?) to CSAH 33 will be recommended for denial. The <br />traffic to/from this plat would be required to access Anoka County Highway 65 thru Twin View <br />Ridge. The developerwill be required to construct a right turn lane to county standards on <br />CSAH 33 for the proposed access. This construction may affect drainage which your engineers <br />must also address. A minimum 18" diameter RCP culvert with 1:6 safety aprons and grates is <br />required and the access must have 40' radii. A permit and sign age fees are required. <br /> <br />We require that the developer upgrade the CSAH 13 & CSAH 33 intersection with the <br />construction of a northbound right turn lane on CSAH 13 and a second approach lane (right turn <br />lane) for westbound CSAH 33. This construction may require easements from the affected <br />landowners. A permit and signage fees are required. How do the City and the school propose <br />to handle the parking and pedestrian traffic issues for the fields located north of the drainage <br />ditch? Access, stopping and parking along CSAH 13 will not be permitted. Can the proposed <br />drainage and utility easement between Lots 2 & 3, Block 23 for sanitary sewer and watermain <br />serve as a trail access for park and school pedestrian traffic? <br /> <br />There are two "Exception" areas shown on the drawing; existing accesses to CSAH 13 may <br />rem~in; however provisions for internal access must be provided for each for future <br />redevelopment needs, since the existing accesses to CSAH 13 will be eliminated. The <br />appropriate access will be determined by the City. <br />
