<br />will be needed at the end of the road. The easement for the temporary cul-de- <br />sac will either need to be provided in Preserve Ponds or by River Park. <br /> <br />B. Preliminary Grading. Drainage and Erosion Control <br /> <br />. It appears that all of the lots meet the new wetland setback ordinance. <br />. The drainage plan shows a concept for a drainage system connecting ponds and <br />wetlands with small diameter storm sewer in the streets to provide a storm sewer <br />with an outlet. A detailed review of drainage calculations has not been <br />completed, since they were not included in the packet we received. Storm <br />drainage calculations will be reviewed in detail when received and additional <br />comments provi~d. <br />. Two of the pond locations are within the Xcel Energy easement. Authorization <br />from Xcel Energy for the construction and long term maintenance of these <br />ponds within their easement will be necessary. <br />. It appears that all ofthe house pads meet the minimum elevations relative to the <br />high water predicted in the ponds, wetlands and emergency overflow areas. <br /> <br />C. Preliminary Utility Plan <br /> <br />. As noted in my previous memo dated October 12, 2006, there currently is no <br />sanitary sewer or water service available to this site. In order to approve this <br />development, it will be necessary to document that the sanitary sewer and water <br />will be available from the River Park development. <br />. Specific hydrant and valve locations will be reviewed with the Fire Chief and Elk <br />River Municipal Utilities when construction plans are submitted. <br />. In my previous memo I indicated that it would be advisable for the developer to <br />coordinate improvements at the entrance onto County Highway 40 with the <br />Sherburne County upgrade of County Highway 40. I believe this initial contact <br />has been made and I assume that these improvements will be constructed with <br />the County road improvement. <br />. SidewalkS are shown on the south side of is? Avenue, the east side of Edison <br />Street, and the south side of is? Lane. Bituminous trails are shown along both <br />sides of County Highway 40. <br /> <br />D. Miscellaneous <br /> <br />. A street lighting plan is shown with approximate locations of street lights to be <br />installed. This. plan will need to be reviewed and implemented by the Elk River <br />Municipal Utilities. <br />.
