<br /> <br />MEMORANDUM <br /> <br />TO: Sheila Canney, Senior Planner <br /> <br />FROM: Terry Maurer, City Engineer <br /> <br />DATE: November 8, 2006 <br /> <br />SUBJECT: Preserve Ponds Addition <br />File: #226-15 I P <br /> <br />As requested, we have reviewed the revised submittal package for the Preserve Ponds <br />Addition, adjacent to County Highway 40 in east Elk River. The revised plans were <br />prepared by John Oliver & Associates and contained a October 26,2007 revision date. <br />Based upon our review, we would offer the following comments: <br /> <br />A. Preliminary Plat <br /> <br />. The proposed plat contains 38 residential lots and 3 large outlots. It also <br />contains approximately 2.8 acres of County Highway 40 right of way. Outlot A <br />is approximately 8.8 acres and will be further subdivided into approximately 16- <br />17 lots in a future addition of River Park. Outlot B is approximately 3.6 acres <br />and is on the east side of County Highway 40. It contains a small pond and <br />could possibly be further subdivided with future developments on the east side <br />of County Highway 40. Outlot C contains approximately 6.4 acres and is <br />encumbered by wetlands and Xcel Energy easement. <br />. As with the River Park addition, this plat should be required to pay $1,000 per <br />single family residential unit towards the reconstruction cost of County Highway <br />40. <br />. Limited access should be provided in the plat along the County Highway 40 <br />frontage. This should include both the plat on the east and the west side of <br />County Highway 40. <br />. An additional 15-foot trail easement will need to be provided as a separate <br />document, since it cannot be included on the final plat for the 10-foot wide <br />bituminous trail on either side of County Highway 40. <br />. The proposed plat connects at two locations; one on the north side, and one on <br />the west side, with future River Park phases. If both of these phases are not in <br />place at the time of the development of Preserve Ponds, a temporary cul-de-sac <br />
