<br />. <br /> <br />The Planning Commission focused their discussion primarily on <br />storm drainage and traffic issues. The Planning Commission <br />emphasized the need for the developer to make the appropriate <br />and necessary street and utility improvements both on site and <br />off site to accommodate the proposed project. This particular <br />concern was entered in as an added condition by the Planning <br />Commission. <br /> <br />Attached is a draft of the Planning Commission minutes from the <br />Tuesday, October 19th meeting. <br /> <br />PLANNING COMMISSION RECOMMENDATION <br /> <br />The Planning Commission unanimously recommended approval of the <br />conditional use permit and preliminary plat request by Elk <br />River Associates to develop a fifty acre site as a commercial <br />Planned Unit Development based on the findings and conditions <br />set forth in the attached minutes. <br /> <br />STAFF RECOMMENDATION <br /> <br />tit <br /> <br />As presented to the Planning Commission on October 19, 1993, <br />staff recommends approval of the conditional use permit and <br />preliminary plat for a commercial Planned Unit Development with <br />the identical findings and conditions recommended by the <br />Planning Commission with the addition of the following findings <br />to the seven conditions for granting a conditional use permit. <br /> <br />1. Careful consideration has been given not to endanger, <br />injure, or detrimentally affect the use and enjoYment of <br />other property in the immediate vicinity or the public <br />health, safety, morals, comfort, convenience, or general <br />welfare of the neighborhood or the City through an <br />extensive review period of the project design to address <br />all of the above issues. <br /> <br />2. The project is consistent with the Comprehensive Plan <br />designation of the fifty acre parcel as Highway Business. <br /> <br />3. Development of the fifty acre site as commercial will not <br />impede the normal and orderly development and improvements <br />of the surrounding vacant properties. <br /> <br />4. Certain public improvements including utility extensions <br />and street improvements will be required and set forth in <br />a feasibility report which, when completed, will not have <br />any adverse affects on surrounding infrastructure. <br /> <br />5. <br /> <br />The uses involved with this Planned Unit Development are <br />typical highway commercial uses commonly found along <br />Highway 169 and will not be detrimental to any persons or <br />property because of excess traffic noise, smoke, fumes, <br />glare, odors, dust, or vibrations. <br /> <br />e <br />
