In the attached report to the Planning Commission are <br />noteworthy changes incorporated into the plans that have taken <br />place since the Planning Commission held their last public <br />hearing meeting on June 10, 1993. <br /> <br />REVIEW PROCESS <br /> <br />If the Council decides to move forward and approve this Planned <br />Unit Development, it will be the first action in a series <br />considered by the Planning Commission and City Council prior to <br />commencing construction. In the attached Planning Commission <br />report I have outlined a tentative schedule of actions that the <br />Planning Commission and City Council can expect to have brought <br />before them. <br /> <br />Two actions that will receive special attention are the <br />feasibility report and review of the specific site plans for <br />each phase of the project. First of all, the feasibility <br />report will address the necessary street and utility <br />improvements to accommodate this development. The associated <br />costs of these improvements will also be calculated and <br />presented to the Council at a later date. Secondly, review of <br />the site plans for each phase of the project will allow the <br />Planning Commission and City Council the opportunity to address <br />specific issues such as location of landscaping, tree <br />preservation, and screening of the service areas behind the <br />building. This review will be based on the project development <br />plan approved as part of the conditional use permit for the <br />commercial Planned Unit Development. <br /> <br />In addition to the two items mentioned above, staff believes it <br />would be appropriate to amend the recommendation that was <br />presented to the Planning Commission to include the City <br />Council have the opportunity to review the Planned Unit <br />Development agreement. This agreement will set forth the <br />development standards for Elk Park Center, responsibilities of <br />the developer's to perform and complete certain improvements, <br />and other related items to protect the integrity of a Planned <br />Unit Development. <br /> <br />SUMMARY OF THE OCTOBER 19 PLANNING COMMISSION MEETING <br /> <br />The primary issues of concern expressed by the residents <br />focused on location of development, traffic, storm drainage, <br />and safety of children. In addition, there were comments <br />directed towards whether this project met the seven standards <br />for granting a conditional use permit. As part of staff's <br />recommendation to the City Council, each of those seven <br />standards have been addressed. <br />
