A conditional use permit to develop a fifty acre site as a <br />commercial Planned Unit Development (PUD). <br /> <br />B. Preliminary Plat to divide fifty acres into thirteen <br />commercial lots and two outlots. <br /> <br />HISTORY <br /> <br />e <br /> <br />Although the Council has not formally had this proposal before <br />them, the issue should be familiar based on previous related <br />actions (i.e., rezoning), the public hearing before the <br />Planning Commission in June and most recently last week, and <br />the informational packets distributed last Monday. In the <br />Planning Commission report I have included a history of actions <br />taken by the Planning Commission and City Council directly <br />related to the Elk Park Center project. <br /> <br />Some of the Council may recall the extensive discussions which <br />took place to rezone the subject property to Planned Unit <br />Development and amend the Comprehensive Land Use Plan to <br />Highway Business. If any of the Councilmembers would like to <br />review these minutes from those meetings, I will certainly <br />provide copies upon request. <br /> <br />Also, I would like to point out that a Traffic Impact Study was <br />prepared by Maier Stewart and Associates in January, 1993 and <br />distributed to the Councilmembers on February 1, 1993. This <br />study assessed traffic within the area of the proposed <br />commercial development. This analysis was based on an earlier <br />plan consisting of slightly less than 500,000 square feet. <br /> <br />PROJECT OVERVIEW <br /> <br />e <br /> <br />The proposed project consists of roughly 374,000 square feet <br />commercial space. Of the 374,000 square feet, 88,000 and <br />164,000 square feet are dedicated respectively to a major <br />grocery store (Cub Foods) and a general merchandising anchor <br />(Wal-Mart).
