<br />rei --'\) <br />( II <br />!Ik <br /> <br /> <br />TO: <br /> <br />MAYOR AND CITY COUNCIL <br /> <br />FROM: <br /> <br />SANDRA THACKERAY, CITY CLERK <br /> <br />DATE: SEPTEMBER 29, 1993 <br /> <br />SUBJECT: MASSAGE ORDINANCE <br /> <br />At the September 27 Council meeting the Council reviewed the <br />Therapeutic Massage Ordinance. Two issues that were unresolved <br />pertained to communicable diseases and on-site therapeutic <br />massage. <br /> <br />COMMUNICABLE DISEASE: <br /> <br />The question to be considered is whether or not a massage <br />therapist is required to provide proof from a physician that <br />they do not carry communicable diseases. <br /> <br />--Minnesota Department of Health Occupation - Informed me that <br />the State of Minnesota does not regulate massage in any way. <br />Nor does the State of Minnesota license physical therapists. <br /> <br />e <br /> <br />--Mr. Richard Danila of the Minnesota Department of Disease and <br />Prevention Control indicated that because the State does not <br />regulate massage therapists, the City could adopt its own <br />regulations. Mr. Danila informed me that the massage therapist <br />should not be practicing if he/she or the patient has open <br />cuts, sores, or skin infections. <br /> <br />--The Nursing Supervisor of Mork Clinic discussed this issue <br />with Dr. Roche. Dr. Roche indicated his concerns of <br />discrimination against the occupation pertaining to sexually <br />transmitted diseases. He requested the Nursing Supervisor to <br />contact the health department, and she found out the same <br />information that I did as we ended up speaking to the same <br />people. <br /> <br />I asked her how the clinic would treat a case in which a person <br />requested a statement from a physician stating that they were <br />free of communicable diseases. She indicated that the Dr. <br />would question the patient and make a decision on an individual <br />basis as to procedure. The cost would include an office call <br />and any tests the doctor felt necessary, or that the patient <br />requested. <br /> <br />e <br /> <br />Listed below are cities whose massage ordinances I have <br />reviewed. Seven out of ten cities had language pertaining to <br />communicable diseases. There seems to be two different types <br />of language pertaining to communicable disease.
