Duitsman and Members of the City Council Peter Beck, City Attorney September 30, 1993 Massage Ordinance e FROM: DATE: RE: Attached to this memo is a copy of the Massage Ordinance presented to the City Council on September 27, 1993, with several possible revisions shown in "redlinell format which address the issues raised by the City Council and discussed in Sandy's memo. These revisions include: e 1. Changing the definition of "on-site therapeutic massage" to "on-site chair massage,n to make it clear that.a chair massage is for relaxation purposes only and not for therapeutic purposes. 2. Striking the requirement in Section 704.20(1) that an applicant provide a medical certificate stating that the applicant has no communicable disease; and substituting therefor Section 704.08(15) as set forth in Sandy's memo. 3. Eliminating the requirement that a massage therapist practicing only on-site chair massage furnish proof of a minimum of 48 hours of education and supervised training, leaving only a requirement that the applicant furnish proof of training in massage therapy and technique from a reputable institution. The City Council can adopt any, all or none of these revisions and/or can make further revisions if they desire. If the ordinance is adopted, the motion moving adoption of the ordinance should specify exactly which revisions are or are not being adopted.
